Dundee has by far the highest case rate among local authorities, after a rapid increase in recent weeks.
The latest figures indicate there are 316 cases per 100,000 people.
South Ayrshire and Edinburgh have also seen big increases recently.
The situation in Glasgow, where attention has been focused on outbreaks in the south of the city, appears to have stabilised.
Case rates have previously been used to guide decisions on which level a council area should be in, but other factors such as the pressures on the NHS locally are taken into account.
So far, the increase in hospital numbers in this latest wave of Covid appears to be much slower than in earlier upsurges, with the increased vaccination coverage and the younger age profile of those being infected likely to be playing a role.
