There have been issues with surface water and fallen trees overnight but all roads are now open. There is still a Borders wide flood alert in place and a flood warning for the River Blackadder in the Greenlaw area.

A yellow rain warning is in place until midnight, another yellow warning for wind runs until midday.

In Angus, Brechin City chairman Kevin Mackie says local sports clubs had been badly affected, especially those close to the river.

He told the BBC's Good Morning Scotland: "I don't think any of the locals who have stayed there in the last 50 years have seen anything like what arrived."

He said there was frustration locally that the £16m flood prevention scheme which was put in place in 2016 had not been effective.

He said: "Clearly someone has got their calculations wildly wrong."

  9. River level reaches record high in Derbypublished at 09:55 British Summer Time 21 October 2023

    Flooding in Derby

Water levels in Derby city centre are the highest they have ever been, a council spokesperson has told the BBC, after the River Derwent reached 3.5m high.

Charles Edwards, Derby City Council's emergency planning officer, said: "The context is the city has never seen the river levels this high before. In certain areas the water has breached the banks of the river.

"It's concentrated in certain areas - Exeter Street and Meadow Road is now underwater and certain areas around there - but there certainly is a lot of water in the city."

Asked whether defences are holding, he said: "All of our flood gates have been deployed and they are holding water back.

"We've put additional flood defences out and they are being effective...but clearly some areas are still vulnerable."

He said conversations are ongoing about whether evacuations will be needed.

We need to remember this very rare warning is the Met Office’s most severe, meaning the weather has a danger to life.

Yesterday, police confirmed a 56-year-old man died in Forfar not far from here in Brechin, after a tree fell on his van and a 57-year-old woman died after being swept into a swollen river.

While Brechin is at the epicentre of the red zone, there are also areas affected by several amber warnings today, including the Highlands, Perthshire and the Scottish Borders.

And there is a lot more wind and rain to come.

The advice from authorities is to stay at home in affected areas, unless you are advised to evacuate.

  14. Weather hampering road and bridge inspectionspublished at 08:56 British Summer Time 21 October 2023

    Good Morning Scotland
    BBC Radio Scotland

High levels of water in some areas of Angus are hampering efforts to assess how much structural damage has been done by Storm Babet.

Stein Connelly from Transport Scotland told the BBC Radio's Good Morning Scotland: "That area looks like it’s going to be really challenging because we’ve obviously got high levels of water and we’re not going to be able to inspect that, probably given the rainfall, until tomorrow.

"The engineers are ready to go in and inspect that. We’re going to have to go in and make a structural inspection of the bridges as you can imagine, with the intense water hitting them.

“We’d need the waters to recede considerably before we can do the inspection.”
