    Plans for new Holyrood powers fall short of recommendations made by the cross-party backed Smith Commission, according to the report from the Devolution (Further Powers) Committee.

    The report, external said the UK government's draft legislation did not meet the "spirit or substance" of Smith.

    It added that parts of the plan required "extensive redrafting".

    A Scotland Office spokesman responded by saying there would be a full parliamentary discussion to follow.

    Following the "No" vote in September's referendum, the then Conservative/Liberal Democrat coalition government appointed Lord Smith of Kelvin to look into more devolved powers for the Scottish Parliament.

    His commission reported in November last year and recommended that Holyrood should have the power to set income tax rates and bands.

    It also said a share of VAT should be assigned to the parliament, Air Passenger Duty should be fully devolved, and Holyrood should be given control over some benefits.

    The community safety minister says the consensual nature of the debate has registered with him and the important issue of the use of fire sprinklers will be kept under review.

    Mr Wheelhouse says installation of sprinklers in all care homes would not be effective, according to the expert report published in 2009.

    The minister says the government says it supports a targeted approach which includes a robust risk assessment in its fire prevention.

    In 2011 an inquiry concluded that the deaths of 14 elderly residents in a care home blaze could have been prevented by a "suitable" fire safety plan.

    The fire at Rosepark care home in Uddingston, South Lanarkshire, broke out in a cupboard on 31 January 2004 and ripped through the building.

    A fatal accident inquiry said some residents may have been saved if the fire service had been called sooner.

    The local health board was criticised for not detecting fire risks.

    Ms Adamson also pays tribute to Justice Secretary Michael Matheson's Fire Sprinklers in Residential Premises (Scotland) Bill, external which has "paved the way" she says.

    Ms Adamson highlights the success of the Fire Sprinklers in Residential Premises (Scotland) Bill in securing a commitment from the administration in relation to the fitting of automatic fire sprinklers to all new care homes and sheltered housing developments following the tragic deaths at Rosepark Care Home in Uddingston.

    She says she welcomes all developments that improve fire safety, and recognises that several countries, such as Finland, Norway, Sweden and New Zealand, have begun retrofitting automatic sprinklers to buildings.
