    Deputy first minster John Swinney says the Scottish government set up a commission on tax reform, which is due to report in the autumn.

    A commission looking at the future of local taxation in Scotland is calling for evidence.

    The group, set up by the Scottish government, is examining possible alternatives to the council tax.

    The tax raises around £2bn a year but most council cash comes from the Scottish government.

    There is also a short online questionnaire on the Commission on Local Tax Reform's website.

    The commission is co-chaired by the local government minister Marco Biagi and the president of council body COSLA, councillor David O'Neill.

    It is expected to report by the autumn, in advance of next May's Scottish election.

    The council tax typically raises about 20p of every pound each of Scotland's 32 councils spend. It was introduced in 1993 to replace the community charge or "poll tax".

    Mr Swinney says with full fiscal responsibility comes the economic levers which will allow the government to generate more income.

    Deputy first minister, John Swinney says the Scottish government continues to make the case but the transition and agreement for the framework to implement it will take "a number of years".

    Murdo Fraser also asked why the governemnt has changed the name of "full fiscal autonomy" to which Mr Swinney says he believes the people of Scotland should be in control of their own affairs and added that it makes little difference what the name is.

    Scottish First Minister Nicola Sturgeon has said David Cameron has to go beyond the Smith Commission proposals, giving Scotland greater fiscal autonomy.

    "Our manifesto set out very clearly that we would want to move to full fiscal responsibility. Clearly that will take a number of years to implement," she told Andrew Marr.

    "What we will argue for is priority devolution of powers over business taxes, employment, the minimum wage, welfare...

    "David Cameron did not give me any indication that he wanted to move beyond the current Smith commission proposals. I think he has to and that clearly is one of the things we are going to have to discuss."

    Following Ms Macdonald's death last year, the Green MSP Patrick Harvie will take forward today her second attempt at gaining support for the law change.

    Parliament is likely to turn it down once more.
