    SNP MSP Gordon Macdonald says detailed figures for spend in Scotland were not available but headline figures were.

    Mr Macdonald says in 2014-15 there was a shortfall of £56m in spend, less than the 8.6% Scotland's population share should have been. 

    He says there was a total shortfall of £87m in what Scotland should have had spent on it.

    Lord Hall says after the settlement with the chancellor in July, the BBC looked at the priorities for BBC Scotland.

    • The total Licence Fee income from Scotland in 2014/15 was approximately £323m.
    • Scotland spend 108.2m on opt-out programmes 
    • The total BBC spend in Scotland for 2014/15 was £190.4m
    • The corporation is spending £83.60 per person in Wales, £83.40 in Northern Ireland, £72.20 in Scotland and £52.10 in England.

    The BBC is established by Royal Charter. 

    The current 10-year Charter runs until the end of 2016.

    The Scottish Parliament, along with the Scottish Government, has a formal consultative role in the process of reviewing the BBC charter. 

    In carrying out this role, the Culture Committee is undertaking an inquiry focusing on the Scottish aspects of charter renewal.

    BBC Scotland director Ken MacQuarrie says a whole range of ideas and options were put forward.

    Mr MacQuarrie says they were driven by the desire to serve the audience better.

    Within that there will be a debate about the proposal for a Scottish Six O'Clock news, he says.

    Mr Maxwell says the committee invited the BBC Trust, but it refused to attend unless they were on a separate panel from the BBC. 

    The SNP MSP says the absence is regrettable.

    A federal BBC that gives full commissioning and decision-making powers to BBC Scotland, would be a 'win-win' for viewers in Scotland and across the UK, Culture Secretary Fiona Hyslop said.

    The cabinet secretary will give evidence after the director general of the BBC Lord Tony Hall. 

    Ahead of the evidence session Ms Hyslop said: 

    "It's time for BBC Scotland to be empowered and resourced to be bold and creative for Scotland. 

    "A federal structure would empower the BBC to better reflect the needs of the nations and regions it serves, giving BBC Scotland full control over decision making in terms of how revenue raised here is spent."
