Ms Campbell says the government is committed to securing local services where possible.
The public health minister says the government will ensure health boards engage with the public over changes.
She says the government will always focus on providing as many services locally as possible.
Public Health Minister Aileen Campbell says contrary to what is stated in Jackie Baillie's motion no decisions have been made about the service provisions mentioned.
Ms Baillie asks if the final decision on the CMU at the Vale will be taken by the health secretary.
Ms Campbell says there is a process to be gone through and no decision has been taken yet.
She says she cannot discuss the specifics while the consultations is ongoing.
Ivan McKee intervenes asking if the closure proposals only come from the health board and there is a process to go through.
Mr Kelly says "you have to laugh" and asks who is running the NHS in Scotland.
Labour MSP James Kelly gets to his feet to defend Lightburn Hospital also.
Mr Kelly says it would be wrong to move services from it.
He highlights the very valued Parkinson's unit.
The Labour MSP accuses the SNP of an "absolute brass neck" for promising to maintain local services.
SNP MSP Ivan McKee says the case for the closure of Lightburn Hospital has not been made.
Labour MSP Anas Sarwar asks if it was wrong for the SNP to say there was no plans to close Lightburn in the election campaign.
Mr McKee says his letter in the campaign said nothing of the sort and brandishes it for effect.
He says the health board has failed to make its case to closing the Lightburn Hospital.
Conservative MSP Maurice Corry tells the chamber all four of his children were born at the CMU in the Vale of Leven.
Not surprisingly he welcomes the re-engagement process launched by the health board on the future of services at the Vale, only if it is open and inclusive he adds.
Labour MSP Alex Rowley says there is a centralisation of NHS services across Scotland where cuts are taking place.
Public Health Minister Aileen Campbell intervenes to say there is record investment in the NHS and service reviews are part in parcel of the smooth running of the NHS.
Mr Rowley says it is the massive cuts that are driving the reviews.
SNP MSP Gil Paterson says the first minister has commitment to the Vale of Leven Hospital remaining open.
Ms Baillie says that is helpful, but asks why the proposals are before us today and they should be signed of by the minister.
Mr Paterson says if the government was telling health boards to do one thing or another, that's not how it works.
The government will be involved later he says and he urges everyone to engage with the consultation launched by the health board.
He says in 2015-16 there were just 43 births at the maternity unit in the Vale of Leven and "it seems mothers are voting with their feet".
Labour MSP Neil Bibby says the official plan is now to close the children's ward at the RAH in Paisley.
Mr Bibby says SNP MSP George Adam has been more interested to save his own job rather than save the children's ward at the RAH.
He calls for the health secretary to come to Paisley to see how important the RAH children's ward is.
The Labour MSP calls on the Scottish government to stop sitting on its hands.
Conservative MSP Donald Cameron says the Scottish government is "sitting on its hands" while local services are under threat, like the CMU services at the Vale.
Mr Cameron says short staffing cuts across the NHS, which lies at the door of the party that has been in power for the last nine years.
He says spending on the NHS in England has risen by more than it has in Scotland.
The Tory MSP calls on the SNP to back the motion from Jackie Baillie.
Scottish Labour's health spokesperson Anas Sarwar says the reality the NHS is already independent in Scotland and the Scottish government oversees it.
Any failure in the NHS or services is the fault of the SNP government, says Mr Sarwar.
He says Jackie Baillie was called a liar during the election campaign over fears about maternity services at the Vale but she has been proved right.
SNP MSP Stuart McMillan says he will fight to keep services at the Inverclyde Royal Hospital.
Mr McMillan says resource spending on the NHS has increased in real terms and the workforce of the NHS has increased.
He says the previous Labour led executive was when the cuts started.
Ms Baillie calls on Mr McMillan to join her to resist the cuts.

The Dumbarton MSP says she welcomed the Vision for the Vale in 2009.
She says the pledge was the maternity unit at the Vale of Leven would be maintained and improved, but now it is threatened with closure.
According to the Dumbarton Reporter, external a leaked document revealed proposals to close the Community Midwifery Unit at the Vale of Leven Hospital.
The Reporter says leaked plans from NHS Greater Glasgow and Clyde, which were shared with the Reporter, showed the health board wants to transfer all births from the Vale to the RAH in Paisley or the Queen Elizabeth University Hospital in the south of Glasgow.
