    The health secretary concludes saying the government recognises the challenges facing the NHS and is facing up to them.

    Ms Robison says Audit Scotland recognises the need to move towards primary care which is why there is an additional £500m funding for primary care.

    Health Secretary Shona Robison says missed appointments is something that needs addressed but the answer is not to charge patients, as the Tories are proposing, because it compounds health inequalities.

    Ms Robison says no one and no party has come forward with any alternatives to government plans and she has looked at the Tory plan and it is the same as the government's with a few amendments.

    The Health Secretary says "imitation is the best form of flattery".

    If you're feeling ''Déjà Vu'' don't worry, the health secretary is again outlining her response to Audit Scotland's report on the NHS.

    Some Scottish NHS boards may not be able to balance their books this year, Audit Scotland has warned.

    The public spending watchdog said the health service needed to make unprecedented savings in 2016/17.

    And it said NHS funding was not keeping pace with increasing demand on the service.

    It also said NHS Scotland met only one of its eight key waiting time targets last year - the drug and alcohol treatment standard.

    Audit Scotland's annual report on the NHS said performance had actually declined in six of the eight targets over the past four years - although the target for cancer patients waiting no more than 31 days for treatment was missed by just 0.1%.

    However, Audit Scotland stressed that the health service had managed to make some improvements despite the "extremely challenging financial position".

    However he says: "It is clear a fundamental change of direction is required."

    He says his party are setting out proposals today to help the NHS, for example calling for clarity on the future of services.

    The Audit Scotland report said health boards would have to make "unprecedented" savings this year.

    And it said NHS Scotland had failed to meet seven of its eight key waiting times targets.

    Conservative leader Ruth Davidson said the report made it clear that the Scottish NHS was in crisis.

    Conservative MSP Donald Cameron says the Audit Scotland report, NHS in Scotland 2016 reflects the same problems the NHS faced ten years ago.

    Mr Cameron says the report paints a picture of a health service in crisis and it is a "stark indictment of the SNP's handling of the NHS".

    He says the NHS is in a critical condition.

    Scottish Conservative MSP Murdo Fraser says this bill was introduced as part of the "something must be done" mindset. 

    Mr Fraser says it has done nothing to tackle sectarianism.

    The Tory MSP says there are better way to "send a message" than criminalisng lots of young men and women.

    He says the Tories have been consistent in their view and did not want this law in the first place.

    Mr Fraser allows Ms Ewing to intervene to explain "why the government thinks it is right and the whole legal profession is wrong."

    Ms Ewing says that is a "simplistic view" that everyone in the legal profession disagrees with it.

    Mr Fraser says this act is "illiberal".
