Economy, Jobs and Fair Work Secretary Keith Brown says Scotland have received 4.7bn Euros and the funding has been used for several infrastructure projects.
Mr Brown says leaving the EU is likely to weaken the economy and the starting point is to protect Scotland's relationship with the EU.

Scottish youth unemployment decreased for the fourth consecutive year in 2015 but the rate varied widely between different areas, according to a report published in August.
A study of official data by the business consultancy EY found unemployment among those aged 16 to 24 fell to 14.3% last year.
That compared with a UK average of 14.4%.
However, the Scottish figures showed wide variations - from less than 8% in the Highlands to 19.4% in Dundee.

Business and Energy Minister Paul Wheelhouse says there is a decommissioning action plan, which should be published by the end of the year.
Mr Wheelhouse says many Scottish companies are active in the decommissioning market and the government hope to support them further.
A Masters degree in decommissioning offshore installations - believed to be the first of its kind in the world - is being launched in Aberdeen.
The University of Aberdeen said the aim was to train a new generation of experts.
The first students are expected to begin the course - in conjunction with Robert Gordon University - next year.
An industry conference heard last year that decommissioning could offer new opportunities for the industry.
