    The further devolution set out in the Scotland Act 2016 and the accompanying fiscal framework represent a substantial increase in the financial powers of the Scottish Parliament.

    Today's parliamentary business includes issues as varied as the fiscal framework, education, social security and the year of the dad.

    This afternoon in the chamber we begin with portfolio questions. This week MSPs will question education and skills ministers.

    In a late addition to our agenda,Transport Minister Humza Yousaf will give a statement on ScotRail following criticism of the country's train services.
