    Good morning and welcome to Holyrood Live on 21 February 2017.

    The Justice Committee will hear from witnesses on the Limitation (Childhood Abuse) (Scotland) Bill which will remove the time bar of three years and over, which has prevented many victims from taking civil action against the institutions or individuals who abused them. 

    Among the first panel of witnesses will be David Whelan, the spokesperson for Former Boys and Girls Abused in Quarriers Homes and Sandy Brindley from Rape Crisis Scotland. 

    The second panel of witnesses will hear from the Association of British Insurers and the Forum of Insurance Lawyers, who have concerns about the move.

    Finance Secretary Derek Mackay is expected to announce further support for businesses in a bid to address the growing row over rates bills. 

    The Scottish government will then deliver a ministerial statement on the National Review of Maternity and Neonatal Services.

    MSPs will then debate and vote on all income tax rates and bands to be set in Scotland for the first time. 

    They will then be asked to back the Scottish government's nominations to the Scottish Fiscal Commission.
