    Mr Scott says he is not aware that the Scottish government know how fishing policies are going to be added to Scots law.

    He asks if the UK government can give any advice on this.

    The Scottish secretary says that is not just with fishing and regulations will have to be worked through and the UK government is conscious of the legal issues.

    Lib Dem MSP Tavish Scott says for 17 years he has heard nothing but absolute criticism of the Common Fisheries Policy.

    Mr Mundell says all the committees of the European Parliament have been tasked with setting out their priorities as Brexit gets underway.

    He says the UK government's position is there will be "absolutely no situation where fishing will be a bargaining chip" in the Brexit negotiations.

    Scottish secretary highlights fact that financial services not restricted to City of London

    The Scottish secretary says there are many areas for the Scottish economy where access to the single market is vitally important.

    Everyone is clear there has to be a common set of data on which to proceed, he says.

    Mr Mundell says there was a pretty substantial meeting at the last JMCEN on services.

    He says there is far too glib a use off the "City of London" when talking about financial services, where actually they are right across the UK.

    SNP MSP Richard Lochhead says Mr Mundell was the only MP in Scotland that voted to trigger Article 50. 

    Mr Lochhead asks how the Scottish secretary is representing the interests of the people of Scotland.

    Mr Mundell says he has been clear over his reasons for that and he is a democrat.

    He says it was a UK-wide vote to leave the EU and he respects that. 

    Mr Mundell says, if Scotland had voted for independence in 2014, then he would have respected that because that is democracy.

    "My job is to take an assessment of issues as they affect Scotland," he says.

    Scottish Secretary David Mundell says there is a huge amount of common ground.

    Mr Mundell says in most cases the objectives are the same.

    Ms McAlpine says this parliament voted against Article 50.

    The Scottish secretary says he acknowledges the right of Holyrood to debate and have a say on this issue.

    The Scottish secretary says that he does not think the language used by Ms McAlpine is appropriate for a committee convener.

    The Scottish secretary says all the participants in the JMC acknowledged that an exchange of views has taken place at meetings.

    He says he regards this as productive and does not dispute the challenges when members of the JMC are coming to meetings with different views.

    Ms McAlpine asks how the UK government are going to change the process as a result of the views of those in the JMC.

    Mr Mundell says some of the views heard at the JMC have been reflected in the UK government's white paper.

    Committee convener Joan McAlpine says the Scottish government has published Scotland's Place in Europe and the parliament has voted against triggering Article 50.

    Ms McAlpine says Brexit Minister Mike Russell has expressed that he was not content with work programme for the Joint Ministerial Committee.

    The SNP MSP says there is not a great deal of respect coming from the UK goverment to the Scottish government and the Scottish Parliament.

    Mr Mundell says: "I completely refute that."

    The Scottish secretary cites "six substantive meetings" with Scottish government officials in recent weeks looking at the proposals in the Scottish government's proposals.

    He says he finds it offensive the way that Mr Russell dimisses the efforts of the UK and Scottish government officials.

    Scottish Secretary David Mundell says the Scottish government published their paper in December and he sees this as a serious contribution.

    He says Article 50 will be triggered by the end of March.

    The Scottish secretary says the UK government will bring a white paper forward in due course.
