    Mr Rennie says the Scottish government has only "tinkered at the edges" with this budget and says it is "timid".

    The Scottish Lib Dem leader says he want a budget that invests in the talents of the people of Scotland.

    He says everyone who agrees should reject this budget so that a better one can be negotiated.

    Mr Rennie raises the issue of mental health and says the Sutton Trust has highlighted the issues with education.

    The Scottish Lib Dem leader says the Greens could vote against the budget tonight.

    He says more should have been invested in education and mental health.

    Mr Rennie calls for £1.2bn for mental health.

    All this comes at a time when we haev the opportunity to do something different as Scotland now has the tax powers to do so, he says.

    Scottish Lib Dem Leader Willie Rennie says budgets are a way to measure a minister not just by talk but by results.

    Mr Rennie says Patrick Harvie has "looked down his nose at everyone" and argued for a greener Scotland and he says Mr Harvie could still vote down this budget.

    The Scottish Lib Dem leader says Brexit is coming and the Scottish education system is failing.

    Mr Harvie says he can never accept the concept of never doing anything progressive with the new tax powers and that is why he cannot back the Conservative amendment.

    He says: "Greens will vote in favour of the budget today."

    The Green MSP concludes by calling on opposition parties not to throw a tantrum.

    Mr Harvie says "it will always be possible to produce a different interpretation of the figures."

    The Scottish Greens Co-convener says his party have taken the SPICe interpretation of the figures because it is the closest to impartial figures that are available. 

    He says the reforms to local authority budgets, not counting the council tax, is a 0.7% rise.

    The consequences of voting down a budget at this stage would be to send local governments across the country into a panic," he says.

    Labour MSP Neil Findlay says the Greens had the SNP over a barrel.

    Mr Findlay asks which high environmental principles the Greens achieved when selling out local government to cuts.

    Mr Harvie says he is grateful Mr Findlay highlighted local government as that is where the Greens secured £160m of additional allocation.

    He says this is the biggest budget concession to any opposition party since devolution.

    Mr Harvie says the record of the SNP government is mixed and the merits of this budget are mixed.

    The Scottish Greens Co-convener says that someone listening to this debate would be forgiven for thinking that no opposition party has ever voted for a government budget before, but they all have. 

    "We can't take fully seriously some of the outrage that has been displayed so far," he says.

    The Scottish Labour leader says it is the poorest families that will lose out due to cuts in education.

    It also means the economy cannot grow as it should do, says Ms Dugdale.

    She says: "We need those with the broadest shoulders to pay their fair share."

    "When members vote tonight we will see who really is stronger for Scotland."

    Ms Dugale says again the budget will impose £170m of cuts to local services and Labour will vote against it.

    Ms Dugdale says Labour has been setting out an alternative plan throughout the process to show that the "austerity of the Tories" does not need to be passed on.

    Finance Secretary Derek Mackay says there has been increases to local budgets and uses the City of Edinburgh Council as an example.

    Ms Dugdale says she does not accept the figures that Mr Mackay cites.

    "It doesn't have to be this way, there is a different choice," she says.

    The SNP are "Stronger for the richest 1%," she says. 

    Ms Dugdale says the public services that people rely on are being downgraded or closed.

    Mr Fraser said there should have been a budget to stimulate economic growth.

    The Tory MSP says instead the finance secretary's budget will make Scotland the most highly taxed part of the UK.

    He says: "What a shame that given all these options the finance secretary chose to go in the wrong direction."

    Mr Fraser says: "What we would have done with this budget is keep the tax regime competitive with the rest of the UK."

    Tory MSP Murdo Fraser says Scottish Green Co-convener Patrick Harvie must be ruing the day that his party sold themselves short because there is more money available.

    Mr Fraser says, in the future, when the finance secretary gives a total figure available, no one will believe him.

    The Tory MSP says the work going on by the Budget Review Group is vital and that they must look at transparency.

    He says they must look at the lack of transparency in the local government settlement. 

    Mr Fraser says the finance secretary has made the "wrong choices because we should have had a budget for economic growth."
