    Tory MSP Jamie Greene raises the issue of a bowling and tennis club in Inverclyde facing a water and sewage charge of £2,000 which threatens its future.

    The first minister says the test for exemptions are based on the income of charities and she will get her minister to look into this case.

    Scotland's first geopark which features mountains, costal landscapes and rock formations which are among the oldest in Britain faces losing its Unesco accreditation after a funding crisis.

    The North West Highlands Geopark won Unesco recognition in 2004.

    The community company which runs it has now launched a crowdfunding project to raise £70,000.

    Funding for the park has previously come from the Scottish government.

    Ms Dugdale says the first minister is asking us to be grateful she is not sacking nurses.

    The Scottish Labour leader says the SNP plan is to see the private sector profit from Scotland's sick.

    She says hospitals do not have enough nurses and they don't have enough money, but there is enough money for private health.

    Ms Strugeon says the private sector spend fell last year in Scotland at 0.7% of the NHS resource budget.

    She says the NHS in England spends 7.6% of its budget on the private sector.

    Scottish Labour leader Kezia Dugdale says nurses are £3,400 worse off than they should have been under the SNP.

    Ms Dugdale accuses the Scottish government of "complete mismanagement of the NHS".

    She says the number of consultant posts that have remained vacant for six months or more has increased six fold since 2011.

    Ms Sturgeon says she will take no lessons on private sector involvement in the NHS from Labour who introduced PFI which continues to drain the NHS.

    The first minister says there has been pay restraint to protect jobs in the public sector and to have no compulsory redundancies.

    The Royal College of Nursing is consulting members across the UK over whether they should take industrial action over pay.

    The RCN, the largest nursing union, said a combination of pay freezes and caps on rises meant there had been an effective pay cut of 14% since 2010.

    The Scottish government said it had applied the pay increases recommended by the independent NHS Pay Review Body.

    It said it had also brought in measures to assist the lowest paid.

    The latest review of public sector pay announced a 1% rise.

    Scottish Labour leader Kezia Dugdale says Scotland's nurses need a pay rise.

    Ms Dugdale says NHS staff are under resourced and under paid. 

    She asks why the SNP voted against scrapping the NHS pay cap last night.

    Ms Sturgeon says there has been a period of pay restraint due to the financial crash and prolonged austerity.

    The first minister says the pay restraint is to protect jobs in public services.

    Ms Sturgeon says the level of pay is down to the Independent Pay Review Body.

    She adds that the Scottish government always accepts its recommendations and says entry level nurses are paid more than their counterparts in England and Wales, where Labour are in power.

  11. FM: 'We'll continue to take forward the programme of reform'published at 12:15 British Summer Time 11 May 2017

    Scottish Conservative leader Ruth Davidson says there are children that can't add up, can't write and can't read in Scotland.

    Ms Davidson says the government has spent more time debating the constitution than on education, health, transport and justice combined.

    She says: "We have had enough."

    Ms Sturgeon says the OECD review of Scottish education said the Curriculum for Excellence is an important reform.

    The first minister says the government will continue to build on the strengths of Scottish education and drive through improvements.

    She lists the Attainment Fund and Attainment Challenge.

    Ms Sturgeon says: "We'll continue to take forward that programme of reform."

    She says the time spent debating the constitution has been time dealing with the Tory "Brexit disaster".

    Scottish Conservative leader Ruth Davidson says teacher trainees are starting teaching without the tools to do the job.

    Ms Davidson says the number of school inspection is down because inspectors have been dragged off to deal with the "complete mess that is Curriculum for Excellence". 

    Ms Sturgeon says that goes against what the OECD said about Curriculum for Excellence.

    The first minister says the government is getting on with a programme for reform in education.

    MSPs on Holyrood's education committee have heard a raft of concerns from Scottish teachers about their training and the strain they are under.

    Trainee teachers said they were graduating without sufficient skills to teach maths to primary seven pupils.

    And more experienced staff warned of "overwhelming" strain, warning many will not stay in work to the age of 67.

    Education Secretary John Swinney said it was important teachers were trained well and supported within schools.

    The literacy skills of Scottish school pupils have fallen over the past four years, according to figures published by the Scottish government, external.

    The Scottish Survey of Literacy and Numeracy found that less than half of Scotland's 13 and 14-year-olds are now performing well in writing.

    P4 and P7 pupils also saw a drop in writing performance.

    The reading ability of P4, P7 and S2 pupils remains broadly similar to 2014 - but lower than 2012.

    And there has been no reduction in the big gap between the performance of the country's wealthiest and most deprived pupils.

    Scottish Conservative leader Ruth Davidson says in an S2 class of 30 an average of five "can't write properly".

    Ms Davidson asks if the first minister is "embarrassed, ashamed or both".

    First Minister Nicola Sturgeon says she feels utterly determined to carry on making changes to Scottish education.

    Ms Sturgeon says the National Improvement Framework will use data on every pupil.

    She says: "I feel determined to get on with these reforms."
