    Mr Kelly uses his motion to say while progress in rights-based approaches has been made, more can be done to increase visibility and access to rights.

    The Labour MSP says there are 8,116 people and he cites the feelings of loneliness and isolation that are central to the caring process

    He praises the work of the Alliance's Dementia Carer Voices project in reaching out to 80,000 people, resulting in 14,000 pledges across the UK to make a difference to the lives of people with dementia and their carers

    This was based on the life experience of Tommy and Joan Whitelaw.

    Mr Kelly says the analysis of 6,000 pledges in Scotland describes the views of frontline staff regarding the importance of time for compassionate caring/

    He says experience and stories of over 90,000 people with dementia and their families are key to driving forward improvement.

    Mr Swinney says "there is not a true holy grail about what is the right thing to do" in education governance.

    The education secretary says there is a natural contradiction in the Scottish Conservative argument about the balance of power between headteachers and local authorities.

    Tory MSP Graham Simpson says the autonomy of schools should be increased.

    Mr Simpson says Mr Swinney uses the word but he wonders is he understands it.

    Tory MSP Graham Simpson says, back in March 2013, the commission on school reform published research which was a detailed attempt to improve educational performance.

    Mr Simpson says nothing has happened since then, "we've got worse".

    The Tory MSP says "the education system is Scotland is too uniform" and that is why the Scottish Conservatives have been arguing for proper diversity and the empowerment of headteachers for years.

    Mr Graham says it is nice that the Scottish government have finally come to the table.

    Labour MSP Monica Lennon says things cannot go on in Scottish education and her party disagrees with Mr Swinney's diagnosis and prescription.

    Ms Lennon says Labour will not support the government motion or the Tory amendment.

    The Labour MSP says her teachers used to encourage her to "turn your listening ears on" and this is something that the Scottish government could try.

    She says the government plans will only increase bureaucracy and take away local power which is why Mr Swinney should "stop, listen and reset".

    Green MSP Ross Greer says he wants pupils with additional support needs to have that support significantly approved.

    Mr Greer says there must be enhanced quality assurances procedures to address this and to help avoid a post-code lottery.

    He says budget cuts and workload are the most pressing issues in education.

    The Green MSP says Holyrood has the powers to raise taxes for education and it is a political choice if they are used.

    He says there is no evidence for the wholescale structural reforms.
