    Sharon Wearing from CIPFA IJB Chief Finance Officer Section says "we are working with two sources of funding" and that the funding should come in via one ledger.

    Ms Wearing says there should be one direct funding stream.

    Councillor Peter Johnston from COSLA says that is not supported by local government because it works hard with partners.

    Mr Johnston says there are issues about the timescales of budgets because local government and health boards prepare their budget at different times.

    He says it would be more helpful if these were aligned.

    Julie Murray from East Renfrewshire Health and Social Care Partnership says funding comes into the IJB and loses its identity.

    Ms Murray says her anxiety is that if the decision was taken to invest less in social work and invest more in physiotherapy she is not sure the council would accept that, although she has no evidence for that.

    She says: "It does not feel as if the funding is losing its identity in the way that was intended."

    "The health and social care budget is suffering," he says.

    Mr Johnston says there are major concerns about the budget.

    Committee convener Neil Findlay says the COSLA paper is "robust" and very good.

    Mr Findlay asks if services are being impacted by local government budget cuts.

    Sharon Wearing from CIPFA IJB Chief Finance Officer Section says there has been reduction in services.

    Ms Wearing says there was a "flat cash settlement" on the health side and on the local government side it was difficult to make up the money that had been cut.

    She says a lot of work has gone into managing the budgets and to find more funding and savings.

    Mr Johnston say simply protecting the NHS while cutting local government budgets is counterproductive.

    He says the core budget must be sufficient.

    Julie Murray from East Renfrewshire Health and Social Care Partnership says there have been management savings made through integration since early on.

    Ms Murray says reserves are being used to be on budget for 2017-18.

    She says: "The low hanging fruit is gone."

    Ms Murray says she is "very concerned about future years" and the partnership is "managing by the skin of our teeth at the moment".

    Judith Proctor from Aberdeen City Health and Social Care Partnership says it is a "varied picture" and that the partnerships started from different places.

    Ms Procter says Aberdeen City Health and Social Care Partnership managed a balanced budget.

    She says it is a difficult position that it finds itself in this year.

    The National Health Service (Free Prescriptions and Charges for Drugs and Appliances) (Scotland) Amendment Regulations 2017 (SSI 2017/231)

    These Regulations amend the National Health Service (Free Prescriptions and Charges for Drugs and Appliances) (Scotland) Regulations 2011 (“the 2011 Regulations”).

    The 2011 Regulations provide that where a pharmacist provides pharmaceutical services to a patient who presents an English prescription form, that pharmacist must make and recover from the patient the charges specified in the National Health Service (Charges for Drugs and Appliances) Regulations 2015 (“the 2015 Regulations”) as at a specified date, unless certain exemptions apply.

    The Health Committee gets its budget scrutiny underway with a raft of witnesses looking at health and social care partnerships and then at the NHS.

    In the afternoon, after topical questions there will be a series of ministerial statements.

    First up Brexit Minister Mike Russell will give a statement on the EU Withdrawal Bill.

    Then Fergus Ewing, the rural economy minister, will update the parliament on the Common Agricultural Policy payments.

    Finally Finance Secretary Derek Mackay will give the government's response to the Barclay Review of Non-Domestic Rates.

    After decision time, SNP MSP Kate Forbes will lead a member’s debate entitled Serve Scotland, looking at church based community groups.
