Labour MSP James Kelly says the handling of this situation by Glasgow City Council and the Scottish government has been far from satisfactory and asks if the government will publish more facts on this matter.
Ms Constance says she rejects that and minutes from meetings are being published.
The communities minister says the government are willing to be open but it has a responsibility to give residents the right information.

Labour MSP Johann Lamont asks if the government should not have "just picked up the phone".
Ms Constance says the government received information from the council late on the 5th of September which was then discussed on the 8th and correspondence was sent to the council on the 14th.
The minister says her officials are never shy of picking up the phone to speak to councils.
Lib Dem MSP Mike Rumbles asks what assurances the council can give to residents in terms of finance on the remedial work.
Ms Constance says that is a good point but first of all the facts will have to be established.
Scottish Green Party co-convener Patrick Harvie asks how the information will given with the new arrival of students and he raises the issue of liability of private landlords.
Ms Constance says she will discuss that with Glasgow City Council and says perhaps a door to door approach may be adopted.
Tory MSP Graham Simpson says the Local Government Committee heard this news with disbelief.
Mr Simpson says there was also disbelief that residents were not told.
He says Glasgow City Council should have shared the information straight away.
Mr SImpson says the residents should be immediately informed.
Ms Constance says there are aspects around this that were undesirable but the government realised it was an onerous task for the council and it offered help.
On the third offer of help the Glasgow City Council has accepted it says.

Local Government Committee Convener Bob Doris says everyone in properties have a right to know and there is a duty on local authorities to do this.
Mr Doris says there is a need for a national database so that this "sorry mess" never happens again.
Ms Constance says residents do have a right to information but it has to be accurate information.
The communities secretary says a database will be looked at further.
Ms Constance the gaps in the information from the council so far do not enable a complete picture to be presented to the owners of the buildings or the resident.s
The cabinet secretary says there was not clarity about the number of households or the materials used.
She says all of this information is important to reassure the council.
The minister says Glasgow City Council has responsibilities too.
She says accurate information must be given to residents.
Ms McNeill says the information provided by the council was incomplete and asks what was done by ministers when it was clear that this was the case.
"Public reassurance is paramount going forward," she says.
The Labour MSP asks for guarantees the buildings are now safe and if residents have now been told.

Ms Constance says it is important to recognise the Scottish Fire and Rescue Service sit on the ministerial working group and were aware of the lack of information Glasgow provide.

Ms Constance says Glasgow City Council leader Susan Aitken has accepted the information provided originally was incomlete.
She says the council has accepted the offer of the government to help them in what is an "onerous task".
Labour MSP Pauline Mcneill says people across the UK watched the fire in Grenfell in horror.
Ms McNeill says Glasgow City Council told the government but not residents.
The Labour MSP says the Local Government Committee deserves credit for highlighting this.
Ms McNeill asks why Housing Minister Kevin Stewart did not instruct the council to tell the residents and asks what is being done.

Communities Secretary Angela Constance says all 32 local authorities were asked on 30 June to provide information on cladding on private high rises.
Ms Constance says Edinburgh and Glasgow needed more time to complete the work.
She says on 8 September the ministerial working group was told that Glasgow City Council notified officials late on 5 September that 57 private high rises may have ACM cladding.
The minister says the government has offered support to obtain the information and the government will work with the council to scrutinise the information and reassure residents.
The council hope to provide that information by the end of next week, she says.
Information from Glasgow City Council about the type of cladding used on private high rise blocks in the city is "not sufficiently clear", the Scottish government has said.
MSPs were told on Wednesday that combustible cladding had been found on some residential buildings in the city.
The council said it had informed government ministers on 8 September .
However, ministers say more work is needed to determine the type of cladding and the extent of its use.
Housing Minister Kevin Stewart has written to Bob Doris, the convener of Holyrood's local government and communities committee.
Councils across Scotland have been checking buildings in the wake of the fatal Grenfell Tower fire in London.
The committee was told that Glasgow City Council had discovered that aluminium composite material (ACM) had been used at a number of private residential properties in the city.
Labour MSP Pauline McNeill asks the Scottish government what action it took when Glasgow City Council informed it that 57 privately owned buildings have combustible cladding in their construction.
Scottish Labour has secured an urgent question at the Scottish Parliament on Thursday afternoon.
The party's housing spokeswoman Pauline McNeill will ask Housing Minister Kevin Stewart what action the Scottish government took after receiving the information about the flats.
This is the first time an urgent question has been asked in the Scottish Parliament, following recommendations made by the Commission for Parliamentary Reform.
Denise Christie, of the Fire Brigades Union, has voiced concerns about the way information had been passed on.
She told BBC Radio's Good Morning Scotland programme that the fire service needed to know where the risks were within their local areas.
"The Fire Brigades Union are concerned that Glasgow City Council knew about it, but their priority wasn't to inform the residents or the Scottish Fire and Rescue Service," she said.
Glasgow City Council leader Susan Aitken said on Wednesday that the safety of residents was "paramount" to the administration.
She added that officers were "working to fully assess the levels of ACM in private accommodation and what, if any, problems this may pose".
