    The Scottish Labour interim leader says almost a third of people are living in fuel poverty according to Energy Action Scotland.

    Mr Rowley says he knows the Warm Homes Bill is coming but asks what else can be done to address fuel poverty.

    Ms Sturgeon says the government continues to talk to the power companies and is taking steps to improve energy efficiency in new homes.

    She says the government is doing much more than other governments to address fuel poverty.

    Mr Rowley says a developer wanting to build 900 homes is struggling with the capital required upfront.

    He asks if the government can address this to get housing development going across Scotland.

    A Conservative MSP has been admonished by Holyrood's standards committee for failing to declare business interests while lodging parliamentary questions.

    Aberdeenshire West MSP Alexander Burnett did not declare financial interests in two written questions.

    The standards committee said they were "minded to be lenient on this occasion" but warned they would consider sanctions for any future breaches.

    They urged MSPs to declare interests for all parliamentary proceedings.

    A report has shown that taxes from property sales in Scotland in 2016-17 raised almost £55m less than was initially forecast.

    Tax collectors at Revenue Scotland brought in almost £483.6m from the land and buildings transaction tax (LBTT) over the year - but the government's budget for the year forecast £538m.

    Overall, ministers had anticipated collecting just over £671m from the two devolved taxes - LBTT and Scottish landfill tax. However, figures in Revenue Scotland's annual report showed just over £633m was collected in 2016-17.

    Mr Mackay, who has repeatedly defended the rollout of LBTT, said that Revenue Scotland "has continued to operate effectively and efficiently, with operating costs lower than last year".

    He said revenue from the devolved taxes had "helped to fund our vital public services and support our ambition to create a more successful country, with opportunity to all to flourish through increased sustainable tax growth".

    Scottish Conservative leader Ruth Davidson asks if a tax policy that brings in £55m less than forecast is a good one.

    First Minister Nicola Sturgeon says she assumes Ms Davidson is referring to the LBTT, which she says was 14% higher in revenue than the previous year

    Ms Davidson says the shortfall of £55m was thought by experts to be due to a considerable drop in activity as a result of the tax.

    The first minister says tax decisions will be brought forward in the forthcoming budget.

    Ms Sturgeon again says the revenues were 14% higher than in the previous year.
