    Nicola Sturgeon and Ruth Davidson clashed at first minister's questions about what the Chancellor's budget means for Scotland.

    Phillip Hammond promised £2bn of extra money, which was described by the SNP as a "con trick".

    Ms Sturgeon said in fact it amounted to a £200m cut next year.

    Ms Davidson hit back saying the country had been given a good deal which will help boost the economy.

    The Local Government and Communities convener Bob Doris says the debate will assist the committee when it returns to this issue next years.

    Mr Doris says the use of a clerk of works has decliend in recent years.

    He says use of a clerk of works would save money in the long run and says they should be used in high value projects and more widely.

    Mr Doris says a clerk of works would mean less risk for a project.

    The SNP MSP says the committee is open minded about Labour MSP David Stewart's Member's Bill calling for more sprinklers to be used.

    He concludes saying the committee will return to the inquiry in the New Year and says one of the issues in relation to Grenfell Tower was that residents were not listened to.

    Local Government and Housing Minister Kevin Stewart says the Oxgangs situation should not have happened.

    The entire public sector must learn lessons following the collapse of a wall at Oxgangs Primary School in Edinburgh, accordint to a report by the Eduction Committee..

    The collapse at Oxgangs Primary during Storm Gertrude led to closures at 10 primaries, five secondary schools and two additional support needs schools due to fears about poor construction standards, with about 7,600 pupils affected.

    The minister says local authorities also have their role to play as verifiers.

    Mr Stewart says Scotland has gone further than many other parts of the UK in terms of sprinklers.

    He says, to David Stewart, who is proposing a Member's Bill to make sprinklers in new builds mandatory, he will look at the proposals.

    Conservative MSP Gordon Lindhurst mentions the new main stand which was completed last week at Hearts' Tynecastle Stadium in Edinburgh.

    He said it had been "the talk o' the toon", referring to the famous Hearts chant.

    He said the stand was completed on time due to "excellent and commendable co-operation between the club and Edinburgh city council officials."

    Lib Dem MSP Liam McArthur says he accepts the course recommended by the committee, to allow councils to carry on with building verification, but he adds options should be kept open.

    Mr McArthur says penalties must be enforced.

    He says more site inspections are needed and a cultures shift in the industry is required.

    Green MSP Andy Wightman says "our building standards regime is reasonably robust, but has weaknesses".

    He says: "As members are aware, I have long called for the speculative volume housing building industry to be scrapped.

    "It's not fit for purpose, it does very little to address the housing crisis beyond inflating house prices, and delivering overly priced homes with short design lives.

    "The speculative nature means that the needs of consumers are nowhere in the process."
