    Scottish Lib Dems leader Willie Rennie raises the issue of the tragic murder of Elizabeth Bowe from St Andrews.

    Mr Rennie asks about concerns from councillors about Pirc reports.

    The first minister says she would have to look into whether the Pirc reports should be released.

    Mr Rennie says failings in a murder case require local scrutiny.

    He says the evidence is mounting Police Scotland is not fit for purpose and details its woes.

    "Surely its time to admit that this is not working."

    He calls for an independent review of the strucutre of Police Scotland.

    The government says it will not publish a leaked report document predicting an economic hit from Brexit.

    Brexit Minister Steve Baker said the document was at a "preliminary" stage and releasing it in full could damage the UK's negotiations with the EU.

    According to BuzzFeed,, external the report said growth would be lower in each of three different Brexit outcomes than if the UK had stayed in the EU.

    Labour has called for it to be published and debated in Parliament.

    According to Buzzfeed, the leaked document, titled EU Exit Analysis - Cross Whitehall Briefing and drawn up for the Department for Exiting the EU, suggests almost every part of the economy would suffer.

    It looked at scenarios ranging from leaving with no deal to remaining within the EU single market.

    The first minister says these are incredibly difficult financial times but local government has been treated fairly due to the budget.

    Ms Sturgeon says the increase in real terms funding for local government is in part thanks to the Greens being constructive.

    She says this is a good outcome for people and services across the countrey.

    Patrick Harvie says it is true that Cosla have welcomed the changes he secured.

    The Scottish Green Party co-convener says Scotland can put into practice the reasonable principle that the wealth should pay more and calls for council tax reform.

    In 2015, the Commission on Local Tax Reform concluded that the current council tax system in Scotland "must end".

    It looked at alternatives and outlined three options, external, one based on property, the others on land and income.

    The cross-party body believed any new system should continue to be one of "general tax" rather than a "system of charges for specific services".

    Scottish councils typically raise 15p of every pound spent from council tax.

    Scottish Greens co-convener Patrick Harvie thanks Ruth Davidson for the "lavish attention" she gave to the Green influence on the budget.

    Mr Harvie says the deal allows councils to reverse planned cuts.

    The deal reached on Wednesday came after the Greens won an additional £170m for local councils.

    Mr Harvie says Cosla have made no secret of the longer term challenges and he asks if the first minister accepts cuts cannot be repeated year after year.

    A number of operations at Raigmore Hospital have been postponed since Friday after dust from construction work contaminated the theatres.

    The theatres had been undergoing an upgrade as part of a multi-million pound refurbishment of the hospital.

    A deep clean has taken place but NHS Highland said further cleaning had been necessary at the Inverness hospital.

    The health board said it wanted to apologise to patients whose elective operations had been postponed.

    It said the contamination involved a "low level" of dust on the floors of theatres.

    Tory MSP Edward Mountain says 134 elective operations have been postponed at Raigmore Hospital in Inverness due to dust in the operating theatres.

    Mr Mountain says famillies are rightly furious.

    The first minister says the health secretary is looking into this "deeply regrettable" situation, but patients cannot and will not be put at risk.

    A troubled engineering firm which has been offered a £15m loan by the Scottish government is being sued over "substantial outstanding payments".

    Fife-based BiFab, which employs 1,400 people, was saved from administration by the government move last year.

    It now faces legal action from one of its business partners, German firm EEW.

    Both companies have been working on contracts for the £2.6bn Beatrice Offshore Windfarm in the Outer Moray Firth.

    A fishermen's association has launched a fund to help recover the bodies of two men whose boat capsized on Loch Fyne.

    Przemek Krawczyk and Duncan MacDougall, who both lived in Tarbert, were on board the 40ft Nancy Glen TT100 fishing vessel when it sank last Thursday.

    The alarm was raised by a third man who got off the trawler before being rescued by the crew of a passing boat.

    A coastal search of the loch has been carried out by local coastguard teams.

    The entire Tarbert fishing fleet has also helped with the search efforts.

    Nowthe Clyde Fishermen's Association has set up a fund, externalaimed at recovering the men's bodies and providing support for their wives and children.

    Scotland's progress in reducing poverty is in "peril", the Scottish government was warned in November.

    A report by the Joseph Rowntree Foundation (JRF) found that poverty is lower in Scotland than in the rest of the UK.

    And it discovered that falls in poverty among pensioners and families with children have been greater and more sustained north of the border.

    But it said housing costs, low pay and benefits changes put progress at risk.

    Poverty rates in Scotland have seen a gradual decline over the last 20 years, according to the Poverty in Scotland 2017, external briefing.

    The JRF called on the Scottish government to use the budget to ensure rates continue to decline.

    Ms Sturgeon says Labour's plans would embarrass a school debating class.

    The Scottish Labour says "It's good to see we have moved on from the personal insults of last week."

    Mr Leonard says the first minister has no plans to reverse the Tory tax cuts for the richest.

    He says all she needs is "the will and the moral courage".
