    Michael Russell says former first secretary Damian Green's departure disrupted the process.

    Mr Green had made a commitment to ensuring the JMC(EN) would work, Mr Russell says.

    Mr Green was sacked in December for "inaccurate and misleading" statements about pornography found on his office computer in 2008.

    There was meant to be a meeting before the end of January of the JMC(EN) but that has not happened following "endless" negotiations about a date, Mr Russell states.

    What kind of priority is this being given, he wonders.

    "You can understand an element of frustration in this."

    The last plenary meeting of the Joint Ministerial Committee was heldin Cardiff City Hall under the chairmanship of the Prime Minister Theresa May on January 30 2017.

    The plenary meeting includes the prime minister and the first minister.

    There have been susequent so called JMC meetings, but no plenary.

    Everyone is saying the Bill needs to be changing, Mr Russell emphasises.

    Clause 11 is at the heart of the amending process, he adds.

    The minister urges David Lidington to come to Scotland tomorrow with a prepared amendment which can be discussed.

    The JMC plenary has not met for one year as of yesterday, he says.

    Brexit Minister Mike Russell says the UK government has to come to the table with a proposal or say it does not have a proposal.

    "We can't just keep having meetings about meetings," says Mr Russell.

    "There has to be an amendment to which we agree that takes away the power grab of Clause 11."

    He reiterates the point that there can be no LCM without an amendment.

    Former first minister Jack McConnell has said "ego and ideology" are getting in the way of a Brexit deal between the Scottish and UK governments.

    The two governments are at loggerheads over what happens to powers which are returning from Brussels post-Brexit.

    Consideration of the EU Withdrawal Bill is to begin in the House of Lords, with UK ministers promising amendments.

    Lord McConnell wants the majority of EU powers in devolved areas transferred to the Scottish Parliament.

    Convener Bruce Crawford asks about yesterday's briefing at the House of Lords.

    Michael Russell says there was a "broadly sympathetic audience" and welcomes a number of contributions from the Lords.

    However, he adds there has been little movement in terms of amendments.

    "There is no agreed amendment, there is no amendment which has been brought to us for the process of agreement."

    He confirms a meeting with Cabinet Office Minister David Lidington will take place with himself and Deputy First Minister John Swinney tomorrow.

    Scottish and Welsh ministers have briefed peers on why they believe Brexit legislation needs to be amended.

    Scotland's Brexit minister Michael Russell and his Welsh counterpart Mark Drakeford outlined their concerns, at a meeting in London.

    Both governments have said the EU Withdrawal Bill in its current form amounts to a "power grab".

    The House of Lords constitution committee has called on the UK government to amend the bill.

    Professor McHarg "If it does not gain the consent of the devolved legislatures it should not be enacted in its current form."

    If the UK government does not get the consent she does not know what it would do.

    The Scottish secretary has dismissed calls for him to quit over the UK government delaying its plans to amend the Brexit bill.

    David Mundell had previously said the bill would be changed in the Commons to take account of the concerns of the Scottish and Welsh governments.

    But he confirmed earlier this month that a "lack of time" meant it will now happen in the Lords.

    Mr Mundell told MPs that he took full responsibility for the delay.

    But he dismissed suggestions from the SNP's Pete Wishart during Scottish Questions in the Commons that he should consider his own position.

    Labour MSP Neil Bibby asks about any possible consequences of the UK parliament rejecting the terms of withdrawal.

    Professor McHarg explains Article 50 means the UK leaves the EU either on the terms agreed or without any terms at all.

    This could mean leaving without any agreement, she clarifies.

    The UK would then resort to WTO terms which would therefore effect trade, she says.

    It is possible the negotiating period could be extended but Professor McHarg suggests the EU27 would need an incentive to do so.

    Committee convener Bruce Crawford asks what the Scottish Parliament should do in these circumstances.

    Professor Alan Page says the question becomes one of the oversight Holyrood has of the exercise of powers on a UK wide basis.

    The academic from the University of Dundee says he assumes the EU Withdrawal Bill will be amended to address this.

    "The crucial thing in those circumstances is that this parliament knows when this is being done, that it is informed and it can scrutinise."

    MSPs from each of Holyrood's parties have demanded changes are made to the EU Withdrawal Bill before it is put to a legislative consent vote.

    The bill is at the centre of a dispute between ministers over the distribution of powers which will return from Brussels as the UK leaves the EU.

    MSPs backed ministers 'refusal to put forward the bill for a Holyrood consent vote unless changes are agreed.

    UK ministers say changes will be made to the bill in the House of Lords.
