The diffference is that the Scottish government now owns the airport, he says.
The Green MSP says frontline US military operations are operating out of Prestwick.
He asks the minister to confirm the Scottish government is happy to support US military operations out of Prestwick in Iraq, Syria and elsewher.
Mr Brown says it is not just the case that the activity goes back to Elvis, he says it is the same planning framework that has been in place for decades.
The minister says concerns about military operations are a reserved matter.

14:38 GMT 22 February 2018The Guardian reported earlier this month that Prestwick Airport is being used by the US military to launch frontline operations and is striking deals with Donald Trump’s golf resort in an effort to stem its heavy financial losses.
An investigation by the Guardian has revealed Glasgow Prestwick airport is a base for live missions by the US Air Force, while its executives have highlighted its close relations with President Trump’s nearby resort at Turnberry to promote its bid to become a spaceport backed by the US government.
Scottish opposition politicians accused the ruling Scottish National party of “breathtaking hypocrisy” over its attitude to the Trump administration and asked whether the first minister, Nicola Sturgeon, had misled MSPs on the matter.

14:36 GMT 22 February 2018Economy Secretary Keith Brown states there is no role for ministers in commercial decisions made by the board.
The senior management team is expected to reach out to secure growth by increasing passenger numbers and freight, property rental and other methods, he adds.
The success of Prestwick Airport is not predicated on passenger numbers alone the economy secretary says, with it currently working on becoming a spaceport and a logistics hub for Heathrow Airport.
Mr Brown says fixed base military operations continue to be an important part of Prestwick's strategy going forward.

14:34 GMT 22 February 2018The first minister said ministers did not lobby Trump on behalf of Prestwick Airport, adding Transport Scotland did not meet with Trump.
She said there had been no contact with the US military or Trump about Prestwick Airport.
It was not a revelation that Preswick Airport is used by the US miltary, she says.
She said this is nothing new as Elvis Presley touched down at Prestwick in a military plane on 3 March 1960.

Mr Harvie raised previous comments from the first minister that no discussions had taken place with President Trump's representatives regarding Prestwick Airport.
The Scottish Greens co-convener pointed to the recent Guardian article indicating this was not the case.
Mr Harvie also noted the involvement of the government-owned airport in military action.

14:30 GMT 22 February 2018Glasgow Prestwick Airport has narrowed its annual losses, helped by a strong rise in military aircraft refuelling activity.
The airport made a loss of £8.6m in the year to March - down from £9.2m the previous year.
Total revenue rose by 18% to £13.6m, according to newly-published accounts.
The company set up by the Scottish government to run the airport - TS Prestwick Holdco Ltd - has built up a debt of more than £30m.
