    The Scottish government has shelved its flagship Education Bill after claiming key reforms can be introduced more quickly without changing the law.

    Nicola Sturgeon previously said the bill would be the most radical change to how schools are run since devolution.

    But it faced opposition from teaching unions and some opposition parties.

    Some of the proposals will now be introduced through an agreement with councils instead.

    The deal with local authority body Cosla includes proposals to give head teachers more say over the curriculum, budgets and staff recruitment at their schools.

    But plans to disband the General Teaching Council for Scotland governing body and set up a new Education Workforce Council in its place have been ditched.

    Education Secretary John Swinney said the agreement meant reforms could be "fast-tracked" as there would be no need to wait 18 months for the Education Bill to be passed by the Scottish Parliament.

    Scotland's under-fire health secretary Shona Robison has quit her post as Nicola Sturgeon begins a reshuffle of her cabinet.

    New SNP deputy leader Keith Brown and Communities Secretary Angela Constance have also left the government.

    The first minister will announce further changes to her top team later.

    Potential replacements for the departed ministers have been arriving at Bute House, the first minister's official residence in Edinburgh.

    It has also been confirmed that junior ministers Alasdair Allan, Annabelle Ewing and Maureen Watt are also leaving their posts.

    Mr Rennie criticises the SNP saying: "Walking out of the chamber in prime minister's questions was a waste of time."

    Mr Harvie posits: "Now as a result of deliberate UK government choices it has led to a devolution crisis."

    Scottish Labour's Neil Findlay tells the chamber David Mundell is the "cabinet's invisible man" who "again has been posted missing".

    Mr Findlay lambastes the 15 minutes given at Wesminster to debate the devolution aspects of the EU Withdrawal Bill.

    However he goes on to criticise Scotland's Brexit Bill as rushed legislation.

    Mr Findlay aruges the Brexit minister thought he finally had a deal with the UK government "only for it to be kyboshed by the first minister".

    He argues the impasse is the fault of both the UK and Scottish governments and insists Labour has tried to "bring sanity to the proceedings" but that has been rejected.

    Tory MSP Adam Tomkins says Brexit cannot mean and has never meant that the UK will revert to the constitution of 1972.

    Referring to claims the the Sewel Convention has been breached, Mr Tomkins states: "It's a shame that Lord Sewel doesn't agree."

    The EU Withdrawal Act does not remove powers from the Scottish parliament, the Tory MSP argues.

    "It is Nicola Sturgeon's belligerence that broke the consensus in this parliament," he claims.
