    Public Health Minister designate Joe Fitzpatrick points to investment to deliver on the Richie report on out-of-hours services.

    In 2018-19, £1.1m will be provided to NHS Greater Glasgow and Clyde he states.

    Ms Baillie welcomes the minister to his new role.

    She then expresses concern about the lack of information and consultation about hospital service changes.

    Mr Fitzpatrick says the Vale of Leven had many years of services being run down and this government ended uncertainty.

    Tony Close from Ofcom replies: "No, unless one of my colleagues wants to tell me otherwise, no I don't think so."

    Mr Close says: "STV continues to perform really well with audiences."

    It continues to outperform the other chanel three UK licensees as a whole, he says.

    Tony Close of Ofcom says all broadcasters of any types must meet their obligations.

    A serious breach leads to a statutory sanction process, which may involve a financial penalty, license revocation or other efforts to mitigate the failure Mr Close explains.

    These sanctioning powers are used "fairly regularly," he confirms.

    Tory MSP Jamie Greene says the concern here is the method in which the licenses are being shifted from one company to another.

    This does not seem to go through any due dilligence he says and he asks if Ofcom have the regulatory powers to deal with this.

    "In previous years nobody has," says Neil Stock.

    Mr Findlay ponders: "Absolute shocker, stunned by that."

    Mr Close points out some broadcasters have anecdotally come forward this year to say they've failed.

    The decision to close STV2 and sell the licence to local TV company That's TV was perhaps predictable.

    From the start, there was surprise that a major company like STV had got involved in the local television project.

    The local TV network across Britain was the brainchild of former culture secretary Jeremy Hunt.

    He hoped it would engage viewers with the kind of local issues which are not covered by major channels - for instance the detailed work of councils - and help make up for the decline of the local press.

    STV was the only major media company to apply for local licences and the decision did raise eyebrows.

    Many in the established media wondered if the scheme - whatever merits it might have - was ever going to be financially viable, far less make money.

    Ms McAlpine raises concerns about the main shareholder in STV and that it is being prepared for sale to ITV.

    We are unaware of any intelligence suggesting they were being prepared for sale to anyone, replies Mr Close.

    However he points to the recent acquisition of Ulster TV by ITV which led to Ofcom placing even tougher obligations on the channel.
