    Labour MSP Iain Gray says in real terms this budget cuts funding for colleges and universities, and leaves local authorities unable to restore school budgets.

    Mr Mackay insists there is a real terms increase for education and local government.

    “We are making great efforts to support education,” he insists, before calling for Scottish Labour to bring forward any plans on how more spending would be found.
