Mr Swinney says he was stunned by the accounts in the report and adds they were expressed incredibly powerfully.

Listening to that expression directly from young women was something that was very powerful in their account, he says.

The education secretary tells the committee the Equally Safe strategy is important going forward, as are the measures being brought in to address gender-based violence in colleges and universities, following the campaign by Fiona Drouet.

Ms Drouet's student daughter took her own life after she was abused by her boyfriend.

    Mr Swinney

Lib Dem MSP Alex Cole-Hamilton asks about how much young people are involved in the decision-making process, particularly given they are much more knowledgeable about new technologies and platforms.

Mr Swinney says young people are at the table, but there are questions about whether they are at the table enough.

This is something we must take much greater account of as we take this agenda forward, he adds.

Mr Swinney tells the committee we must adequately equip young people and children with the knowledge of what is appropriate and what is not, which is critical.

SNP MSP Gail Ross asks about how best to reach parents.

"That's a deeper cultural question within our society which we have to confront."

"The #MeToo movement has been a wake up call," says Mr Swinney.

Schools and the home both have a part to play, he says.

Hollaback! - an international movement tackling harassment - says there is no right or wrong way to respond.

But if you choose to speak directly to the assailant, it offers the following advice:

    1. Be firm: Look them in the eye and denounce their behaviour with a strong, clear voice.
    2. Say what feels natural: The important thing is that you are not apologetic in your response.
    3. Don't engage: Harassers may try to argue with you or dismiss you through further conversation or by making fun of you. As tempting as it may be get into a verbal war with them, it is not recommended. The attention may further feed their abusive behaviour.
    4. Keep moving: Once you've said your piece, keep moving. Harassers do not deserve the pleasure of your company.

    Quote Message

From a young age it conditions you to be quieter, to want to disappear, so that you're not a visible target for this to continue happening. Biases are continued to be pushed at you so you are subserviant or just quiet, muted. By the time you get to the age where you're thinking 'I want to go to university', or 'I want to stand for community council', or 'I just want to raise my voice, take part, even vote', you start thinking you're not informed enough, you're not wise enough, that's taking up space you've not earned. You really question the validity of you occupying space."
