  2. Call to support 22 child refugees at Calaispublished at 12:34 Greenwich Mean Time 20 December 2018

    angela constanceImage source, bbc

SNP MSP Angela Constance says there are currently 22 child refugees who have been accepted under the Dubs scheme stuck at Calais waiting for a local authority placement.

She asks what more can be done in Scotland to get behind efforts to find a solution, given the care system is at capacity.

The first minister says children must be welcomed into the UK.

While there are physically no places in Scotland to offer these children, Cosla is continuing to work to identify such places when they are available, she adds.

  3. Corbyn and May trying to 'run down the clock' - Sturgeonpublished at 12:32 Greenwich Mean Time 20 December 2018

    nicola sturgeonImage source, bbc

Mr Rennie says with great foresight the first minister has anticipated his question.

He says the Labour Party was once a "beacon of hope" but is now not even a beacon of hope for the Labour Party, with 86% of Labour members backing another referendum.

The Labour leadership is doing everything it can not to back it, he says.

Presiding Officer Ken Macintosh says the first minister is not responsible for answering questions on behalf of the Labour Party.

Ms Sturgeon says she's happy to offer her assistance.

The first minister goes on to say there is a serious issue with the UK facing the biggest crisis in a long time, and it is obvious that the prime minister is trying to run down the clock.

That seems to be Jeremy Corbyn's tactic too, she says.

Cabinet colleagues Andrea Leadsom and Amber Rudd have set out rival plans if Theresa May can't get her Brexit deal through Parliament.

The two ministers stressed that their top priority was securing Parliamentary backing for the prime minister's deal.

But Ms Rudd said a referendum was a "plausible" way forward if MPs were deadlocked.

Mrs Leadsom said a new referendum would be "unacceptable" and argued instead for a "managed no deal".

  6. Rennie welcomes Scottish government's support for another EU referendumpublished at 12:29 Greenwich Mean Time 20 December 2018

    willie rennieImage source, bbc

Scottish Lib Dem leader Willie Rennie says the prime minister is engaging in psychological warfare to gain support for her Brexit deal.

He welcomes the Scottish government's backing of a so-called People's Vote and asks what can be done to get the Labour Party on board.

Ms Sturgeon agrees momentum for another referendum on Brexit is building and suggests the biggest barrier to "decisive progress in this direction" is Labour at Westminster.

She suggests Mr Rennie join her in putting pressure on Labour.

Labour MSP Jackie Baillie then raises the decision by Vertex to resubmit cystic fibrosis drug Orkambi to the Scottish Medicines Consortium.

She calls for no delay for people with the condition to access to drug.

Ms Sturgeon welcomes the resubmission and highlights efforts to improve the appraisals process.

She highlights the final decision will be made by the SMC independent of government but she thanks those who have been campaigning on the issue.

Vertex has agreed to make the drugs available with a discount, she adds.

  10. Public inquiry into death of Sheku Bayoh not ruled outpublished at 12:26 Greenwich Mean Time 20 December 2018

    claire bakerImage source, bbc

Labour MSP Claire Baker raises the issue of the BBC Scotland disclosure documentary on Sheku Bayoh's death in police custody.

The programme raised serious concerns, she says, and calls for a comprehensive public inquiry into deaths in police custody.

New evidence uncovered by BBC Scotland raised fresh questions about the way police officers treated Mr Bayoh.

The father-of-two died in 2015 after being restrained by police in Kirkcaldy.

CCTV, other footage and documents obtained by the BBC cast doubt on some of the officers' accounts of the events that led to the death.

Police Scotland said they could not comment while the case was ongoing.

The first minister said she recognised the concerns raised in the BBC documentary and that her thoughts are very much with the family and friends of Mr Bayoh.

A public inquiry has absolutely not been ruled out, says the first minister, but the criminal process has not yet been concluded.

  11. 3,000 fewer teachers in classrooms since SNP came to power insists Leonardpublished at 12:20 Greenwich Mean Time 20 December 2018

    richard leonardImage source, bbc

Mr Leonard says there are 3,000 fewer teachers in classrooms than when the SNP came to power, and no progress has been made on closing the attainment gap.

He says parents, teachers and Ms Sturgeon's own party members do not believe education is a top priority for her.

The first minister reiterates that teacher numbers are rising.

She pledges to work as hard as she possibly can to avoid a teachers' strike and points to a revised pay offer.

Ms Sturgeon criticises Labour councillors for voting against the option to make a revised offer.

    chamberImage source, bbc

Mr Leonard returns to the letter from a teacher, who he says is called Esther, an SNP member, who writes of a "crisis where schools are understaffed".

He quotes Dean, another SNP member who is a teacher, who says he sees little evidence of progress.

Will the first minister listen to grave concerns raised by members of his own party, he asks.

"Of course we listen carefully to the views of teachers," replies Ms Sturgeon.

SInce I became first minister I think the number of teachers has risen by 1,000 says the first minister.

She says there are negotiations ongoing over the pay offer to teachers.

The number of people in teacher training in Scotland has gone up for the third year running, according to new figures.

There are nearly 4,000 new student teachers in Scotland this year.

The Scottish government also said the number of vacancies being advertised for more than three months had fallen sharply.

However, the figure remains higher than two years ago with some teacher training places left unfilled.

Fewer than three out of five youngsters leaving primary school in the poorest parts of Scotland are meeting expected standards in literacy, new figures have revealed.

And just two-thirds of these pupils are meeting the expected level in terms of numeracy.

In the most deprived areas in 2017-18, just 59% of P7 pupils met the expected standards in literacy.

This compared with 83% in the most affluent communities.

    richard leonardImage source, bbc

Scottish Labour leader Richard Leonard also associates himself with the remarks made already about the Lockerbie tragedy.

Mr Leonard says today schools are getting ready to break up for the Christmas holidays.

He reminds the first minister of her offer to have teachers write to her, and quotes a teacher who says "it is becoming clear education is not a priority for this government".

Ms Sturgeon says that is not the case, citing increased funding for education.

The first minister also says the number of teachers is rising and the attainment gap continues to close.

  19. Background: What is the ScotRail performance waiver?published at 12:13 Greenwich Mean Time 20 December 2018

    ScotRailImage source, PA

A freedom of information request by Scottish Labour revealed that ScotRail's performance benchmarks were waived in September by Transport Secretary Michael Matheson until June 2019.

The waiver included the caveat that "any further drop-off in performance will be unacceptable".

Ministers have insisted the waiver was to recognise issues beyond ScotRail's control, including those that fall in the remit of Network Rail and the weather.

Labour transport spokesman Colin Smyth said: "Far from being punished for their failings, ScotRail are being let off the hook."

The first minister insists Scotland's railways are better than the rest of the UK and she says she will push for a public sector bid for the renewal of the franchise.
