    SNP MSP Willie Coffey gives fellow MSPs a brief history of the beginnings of Kilmarnock Football Club.

    He highlights the team won its first cup final in 1920.

    The club has made a "huge contribution" to Scottish football and "is still going strong", Mr Coffey says.

    "We enjoy a healthy battle for supremacy now with the second team in Ayrshire, Auchinleck Talbot," he jokes, drawing some laughs from across the chamber.

    A task force set up to improve mental health services for children and young people has recommended cutting waiting times to see specialists by a third.

    The group wants targets reduced from 18 weeks to 12 weeks to ease pressure on Children's and Young People Mental Health Services (CAMHS).

    Its report, external also calls for an end to young people being referred to CAMHS by default.

    The Scottish government said it would invest £4m in 80 new CAMHS staff.

    The deputy first minister highlights a package of measures announced in the programme for government to support the mental health of young people in schools.

    We have today announced that new guidance on the healthy use of social media will be developed, he adds.

    Ms Fee says the Mental Welfare Commission has raised concerns about psychiatric care for young people, with 14 being admitted to adult units last year.

    What plans does the government have to increase the provision of specialist mental health beds for young people, the Labour MSP asks.

    Mr Swinney says it is imperative to ensure young people receiving support as early as possible.

    For that reason it is important to strengthen preventative interventions which will minimise the need for acute interventions, he insists.

    Mr Swinney reiterates the fact the government has expressed support to work up a joint amendment on a workplace parking levy, allowing local authorities to choose if they wish to apply it.

    Mr Fraser says the Scottish government has decreed that NHS staff will be exempt, but has not said the same about teachers, police staff or local government workers.

    How can teachers accept a pay offer when they don't know if they will face a £400 per year parking charge, he asks?

    For someone who voted against the budget it is a bit rich to ask that question, replies Mr Swinney, who argues if the Tories had their way there would be no money for a pay rise for teachers.

    "I don't think there's any dubiety in the guidance available," replies the deputy first minister.

    But he accepts the education committee raised such concerns so he has agreed to look at it again.

    Labour MSP Alex Rowley raises concerns that many schools are cutting music because of budget cuts.

    Mr Swinney says Fife Council's spending power will be increased by the 2019-20 budget.

    Many schools do not charge for music tuition and these are choices made by councils, he adds.

    Mr Swinney says music is one of the essential parts of the Curriculum for Excellence, including full class instrumental tuition.

    Ms Grahame says Labour-led Midlothian Council is the only one planning to get rid of all music tuition for pupils below S4.

    The deputy first minister points out the government has reinforced funding for a number of key elements of the financial support made available for music tuition and appreciation.

    He tells the chamber there are some local authorities who do not charge at all for music tuition.

    Music tuition should be provided free of charge in schools, Holyrood's education committee has recommended.

    Some councils still give pupils individual lessons for free, but others have introduced charges of up to £524.

    MSPs said they "respect the democratic right of local authorities to take decisions about local expenditure and acknowledge the choices they face".

    But they said that "in principle, music tuition should be provided free of charge in every local authority".
