  10. Continuing fracking moratorium opens it to legal challengepublished at 17:01 Greenwich Mean Time 27 March 2019

    Green MSP Mark Ruskell
    Image caption,

    Green MSP Mark Ruskell

Green MSP Mark Ruskell says it is significant that every amendment and motion put forward today commits us to limiting climate change to 1.5 degrees.

I hope this can be reflected in the Climate Change Bill at stage 2.

Mr Ruskell calls for a "legally watertight ban" on fracking, suggesting the longer there is a moratorium in place, the more it is open to legal challenge.

No one is saying the North Sea oil and gas industry must be shut tomorrow but the majority of fossil fuels must stay in the ground he explains.

  11. New legislation is not necessary to control fracking says ministerpublished at 16:56 Greenwich Mean Time 27 March 2019

    Energy Minister Paul Wheelhouse

    Energy Minister Paul Wheelhouse

Energy Minister Paul Wheelhouse says this government has a responsibility to chart a credible course towards a low-carbon society while maintaining a secure supply.

North Sea oil and gas production is highly regulated he says.

He adds the Scottish government does not support the extraction of unconventional oil and gas, but any policy to be adopted must be subject to the appropriate business impact assessment.

Our final policy will be adopted as soon as possible after the consultation process is complete, he states.

New legislation is not necessary to control unconventional oil and gas he insists.

The moratorium introduced by this government in 2015 means no fracking can take place at this time Mr Wheelhouse reiterates.

  12. Need to stop temperature rise across lobe as soon as possible - Tory MSPpublished at 16:51 Greenwich Mean Time 27 March 2019

Tory MSP John ScottImage source, bbc

Tory MSP John Scott says there is a need to stop the temperature rise across the globe as soon as possible.

Mr Scott argues behavioural change will become a new fact of life that we all have to aspire to.

Preventative spend must be the order of the day, he adds.

Mr Scott says Conservatives are willing to play a part in the future efforts to challenge climate change.

  13. Labour MSP calls for workers to be included in transitionpublished at 16:49 Greenwich Mean Time 27 March 2019

    Labour MSP Alex Rowley

Labour MSP Alex Rowley criticses the fact that Scottish wind farm infrastructure is often imported.

Contracts are being awarded to firms in Belgium, in Spain, even the UAE but in Scotland firms are struggling to secure them, he states.

We have to recognise that jobs must be delivered and I'm not sure the infrastructure is in place, he states.

The terms carbon neutral and net-zero are often used interchangeably but there are differences.

Carbon dioxide (CO2) is the most abundant greenhouse gas but there are others which the Scottish government counts and they are not all carbon-based.

Therefore some climate change campaigners prefer the term net-zero as it includes not just CO2 and methane but also nitrous oxide, which is emitted during agricultural and industrial activities as well as from fossil fuels.

Simply being carbon neutral would not stop global warming because these other gases are also harmful to the atmosphere.

Perhaps an even better term would be "climate neutral".

  17. Scottish government's position on fracking has left communities 'confused and alarmed'published at 16:37 Greenwich Mean Time 27 March 2019

    Liam McArthurImage source, bbc

Liam McArthur begins by regretting that the Lib Dem amendment was not chosen, but accepts this is a short debate.

He, like others, commends the young people who took part in the climate change strikes.

The Lib Dem MSP says the Scottish government's position on fracking has left communities "confused and alarmed".

The worst effects of climate change are being felt by those with the least blame for causing it, like Malawi and Mozambique, he says.

From the Scottish Greens website: , external

"We have just ten years to avoid climate catastrophe.

"A Climate Bill is going through the Scottish Parliament now, but it’s not strong enough and it doesn’t respond to the latest science coming from the Intergovernmental Panel on Climate Change.

"The Scottish Greens in Holyrood are calling for a Climate Emergency Bill that catalyses radical emission cuts across the economy, protecting our futures and making Scotland better for everyone.

"We urgently need to show the Scottish public back our proposal, so please show your support and take action now."

Labour MSP Claudia Beamish welcomes the opportunity to celebrate the bravery of the young people around the world calling for a clean green future.

I am in awe of Greta Thunberg, she adds.

The Labour MSP points out Mongolia has already seen a rise in temperature of 2.2 °C, leading to climate change migrants.

Ms Beamish praises the BBC report Mongolia: A toxic warning to the world.

She goes on to insist there must be no onshore fracking in Scotland and says people must be baffled by repeated attempts by the Scottish government to slip out of a firm position.
