The first minister explains that the Scottish European Growth Co-Investment Prorgamme has provided £12m of investment so far.
There have been some challenges in the uptake of the scheme including the uncertainty around Brexit, adds the first minister.
She cites Scottish Enterprise support for small and medium size businesses.
Ms Baillie points out £12m is hardly that much better.
She asks if the Scottish government completely misread the market.
The first minister says most people would understand that Brexit has had an impact on investment decisions.
Tory MSP Dean Lockhart says the Scottish Growth Scheme was supposed to give £500m in loans, but it is now mainly equity schemes it gives.
She reiterates the impact of the uncertainty around Brexit caused by the Tories
Labour MSP Jackie Baillie asks why only £3.2 million out of a £200 million Scottish European Growth Co-Investment Programme , externalhas been spent in supporting Scottish businesses.
Last October we reported that Scottish Enterprise had invested just £500,000 from £10m in the fund, that was supposed to help businesses grow, according to the economy committee.
MSPs said they were concerned that the funds from the fund had not yet been used and called on Scottish Enterprise to take "urgent action" to ensure the money was spent.
Scottish Enterprise stressed that it was committed to boosting the economy.
Ms Sturgeon says it is disappointing strike action is taking place, pointing to measures put in place to minimise the impact on passengers.
She urges AGS Airports and Unite to continue talks.
Mr Greene says the airport is strategically important and says the dispute must be resolved "fairly but quickly".
The first minister says it is fundamentally an issue between the airport and trade unions, adding that the government does not have a formal role in the talks.
Labour MSP Neil Bibby insists pay and pensions of staff are being attacked.
Can the first minister justify why workers are being treated in this way, he asks?
Ms Sturgeon reiterates the government is not a party to this dispute, but adds she wants to see a resolution that is fair to workers.
Tory MSP Jamie Greene asks what the Scottish government's response is to strike action taking place at Glasgow and Aberdeen airports.
The second of two 12-hour strikes began at Glasgow and Aberdeen airports on Monday.
The move followed stalled talks between the AGS Airports group and the Unite union over pay and pensions.
Ms Sturgeon says the number of people targeted by scams is of great concern and the government is funding Citizens Advice Scotland, external to create an awareness campaign.
She also cites funding for Crimestoppers Scotland, external and the creation of a scam prevention strategy.
The first minister insists we must be vigilant against scams.
Tory MSP Maurice Corry asks why a vulnerable persons aggravator has not been introduced.
Ms Sturgeon explains the results of the consultation on hate crime is currently being taken forward and it is important any aggravators are based on evidence.
SNP MSP Stuart McMillan asks what the Scottish government is doing to make people aware of scams, in light of reports that nearly half of people in Scotland have been targeted at least once in the last year.
Doorstep scammers took more than £700,000 from people across Scotland in six months, according to figures from Police Scotland.
Labour MSP Mark Griffin raises possible strike action at Hairmyres hospital over pay issues and he calls for an intervention to ensure staff receive what they are owed.
Ms Sturgeon says the health secretary has already intervened and written to the union concern.
SNP MSP Emma Harper asks about contact with Dumfries and Galloway Council following the closure of Church Street in Stranraer.
Ms Sturgeon says she will ask the relevant minister to look into this.

SNP MSP Jenny Gilruth says the Daily Record is today that the next PM , externalwill be urged to bypass Holyrood when spending Whitehall funding in Scotland.
Ms Strugeon says the Tories know they are losing the argument on independence and are thus attacking democracy through this "power grab".
The first minister says the Tories cannot be trusted with devolution and the Scottish Tories know they will never be in government, or they wouldn't allow the UK government to undermine Holyrood the way it is.
Labour MSP Johann Lamont says applications to the in-care survivor compensation scheme are being refused due to issues with a lack of proof. Ms Sturgeon says we owe a debt to abuse victims and we are determined to repay it. She says she has information which suggests no application has been refused due to a lack of documents, but agrees to look into the matter.
SNP MSP Sandra White raises the cases of asylum seekers being evicted from their homes by lock change. The first minister says the route problem is the inhumane asylum policy of the UK government, adding the Scottish government is working with the council on this.
Labour MSP Iain Gray highlights rising student debt, to which Ms Sturgeon compares Scottish figures with debt elsewhere in the UK where it is higher.

Scottish Green Party parliamentary group co-leader Alison Johnstone says she has received hunderds of e-mails calling for 11% of NHS funding to go to general practice.
When will a review of GP funding be launched, she asks?
The first minister says the government continues to discuss these issues with GPs.
Ms Sturgeon says the number of trainee GPs in 2018 was the highest in over a decade.
The proportion of funding going to primary care is also increasing, she says.

An immediate review is to be carried out into health and safety at the two schools in Coatbridge following reports of blue water and fears of chemical contamination.
Ms Sturgeon says she accepts the considerable concerns parents have, which is why an independent review has been announced.
If the review finds that further tests are required on the site or on pupils then that is what will happen, the first minister insists.
SNP MSP Clare Adamson raises reports of a First World War memorial - on which her on grandfather appears - being vandalised. The first minister says she was "extremely disappointed, indeed disgusted" by the vandalism and confirms police are investigating.
Tory MSP Brian Whittle asks about restrictions on the European social fund being administered. Ms Sturgeon says meetings have gone ahead with the SCVO and the government is working the resolve the issue.
Green MSP Ross Greer expresses concern about a new gas station being proposed given the climate emergency. We are doing everything possible to meet the climate challenge, replies Ms Sturgeon, before saying it would not be correct for her to pre-empt any planning applications.
