    The first minister's PfG speech detailed the 14 bills and other measures the Scottish government intends to bring forward over the next year.

    The "centrepiece" of that would be work to tackle the climate emergency, she said.

    Ms Sturgeon promised a "Scottish Green New Deal" that would start to create the right conditions to kick-start investment and make a "significant impact" on greenhouse gas emissions.

    Its commitments include £500m for improved bus priority lanes to tackle congestion and increase usage.

    It would also see further electrification of the railways and increase low carbon heating in new homes.

    Ms Sturgeon told MSPs in the Scottish Parliament that while the Westminster government was shutting down, the Scottish government was "stepping up".

    Scottish Labour leader Richard Leonard begins on education, saying the £15m for ASN (Additional Support Needs) announcement yesterday will not be enough.

    He says demand for ANS support has increased in recent years while at the same time the number of staff has fallen.

    "These are our young people, they are our greatest asset and they are being let down."

    Mr Leonard says the rhetoric on climate change is good, but the government will be judged on its actions.

    He asks why there is no permanent, statutory Just Transition Commission.

    It is not good enough to declare a climate emergency but then not intervene in the closure of Caley rail works, he insists.

    Tory MSP Murdo Fraser begins: "The only thing this government cares about is independence."

    Mr Fraser accuses the first minister of only being interested in independence, with the Referendums Bill being the first bill she mentioned in her "rather lacklustre" PfG.

    Mr Fraser says the Referendums Bill has been slammed by the Electoral Commission and was slammed by Dr Alan Renwick from University College London, external in the Finance and Constitution Committee this morning.

    Mr Fraser argues the Referendum Bill has also been slammed by the Faculty of Advocates, the Institution for Government and the Law Society of Scotland.

  4. PfG: Bills for introduction in 2019-20published at 15:00 British Summer Time 4 September 2019

    • Animal Health and Welfare (Amendment) Bill - will increase the maximum penalties for the most serious animal welfare offences to five years imprisonment and/or an unlimited fine.
    • Budget Bill - Annual legislation which provides parliamentary approval for the Scottish government's spending plans and allocation of resources.
    • Circular Economy Bill - includes encouraging re-use of products and resource waste. It will allow charges to be applied to single-use coffee cups.
    • Civil Partnership Bill- will make civil partnerships available to mixed-sex couples in Scotland.
    • Continuity Bill - provides ability to maintain alignment with EU law in devolved areas after Brexit.
    • Defamation and Malicious Publications Bill - will simplify and modernise the law of defamation.
    • Uefa European Championship Bill - ahead of Glasgow's participation as a host city in the Uefa European Football Championships in 2020 - the bill will prohibit ticket touting and make provisions to protect commercial interests.

    • Forensic Medical Services (Victims of Sexual Offences) Bill-will aim to improve services for victims of sexual offences, including ensuring their cases are handled more effectively by the justice and healthcare systems.
    • Good Food Nation Bill- introduces a statutory framework as part of efforts to promote healthier and more sustainable local produce.
    • Hate Crime Bill- consolidates and updates existing hate crime legislation.
    • Heat Networks Bill- brings regulation of the heat network sector to support, facilitate and create controls in development of district and communal heating infrastructure in Scotland.
    • Redress (Survivors of In Care Abuse) Bill - establishes a financial redress scheme for survivors of historical child abuse whilst in care in Scotland.
    • Rural Support Bill- introduces regulation-making powers for Scottish ministers to amend or replace the EU Common Agricultural Policy elements of retained EU law.
    • Transient Visitor Levy Bill - creates a discretionary power for local authorities to apply a tax or levy on overnight visitor stays.

    Environment Secretary Roseanna Cunningham is kicking off the Programme for Government debate, stating the response to the climate emergency must be a national endeavour.

    "Everyone will have to consider carefully what more can be done."

    She goes over some of the green aspects of the PfG, including bus funding and decarbonising internal flights.

    The cabinet secretary also highlights funding to support biodiversity.

    As a nation Scotland must lead by example and this ambitious PfG reinforces this, she concludes.

    MSPs will now continue with the debate on the programme for government 2019-20, delivered by First Minister Nicola Sturgeon yesterday.

    Ms Sturgeon used the revelation of her plans to demand Holyrood be given the power to hold a second independence referendum.

    The first minister confirmed to MSPs that she would "seek agreement to the transfer of power that will put the referendum beyond legal challenge".

    As she unveiled her government's plans for the year, external, she said the parliament had a clear, democratic mandate.

    Rural Affairs Minister Mairi Gougeon says there will be variation in the severity of the impact, but no area will avoid damage due to a no-deal Brexit.

    Ms Gougeon insists the Scottish government will continue to do all it can to avoid a no-deal Brexit.

    "The UK government has provided nothing but uncertainty to Scottish farming," she replies.

    The minister says the sector will be hit by the UK government's current immigration proposals and reiterates her call for migration to be devolved.

    "No-deal Brexit will be catastrophic for farming and farmers in Scotland."

    A no-deal Brexit could cost the farming industry £850m a year in lost profits, new research seen by the BBC suggests.

    Farm business consultants Andersons said that without government support increasing significantly, some farms would inevitably struggle to survive.

    The author of its research described a no-deal Brexit as a greater challenge than the BSE and foot-and-mouth crises.

    The UK government says it will "provide direct support to boost some sectors in the unlikely event this is required".

    SNP MSP Stewart Stevenson asks what action it is taking to tackle the climate emergency.

    Here are some of the measures tackling climate change announced in the Programme for Government yesterday.

    • More than £500m in improved bus priority infrastructure
    • Putting the Highlands and Islands on a path to becoming the world's first net-zero aviation region by 2040 (trials of low or zero emission flights will begin in 2021)
    • reduce emissions from Scotland's railways to zero by 2035 through the continued electrification of the network, as well as battery-powered trains and exploring the potential of hydrogen-powered trains
    • An additional £17m to support the demand for ultra-low emission vehicles (ULEVs).
    • ensuring that from 2024, all new homes must use renewable or low carbon heat.
    • The Scottish National Investment Bank's "primary mission" will be helping Scotland's economy reduce carbon emissions to net-zero.

    A ban on fossil fuel vehicles in city centres by 2030 should be one of the Scottish government's key policies, according to 19 organisations.

    The Climate Emergency Response Group has set out a 12-point-plan of measures it wants the government to consider.

    It includes calls for four new Green City Region Deals and a £100m fund for modernising agriculture.

    The climate emergency was at the heart of the programme for government, with infrastructure spending on public transport announced, including more than £500m in improved bus priority infrastructure.

    The Institute for Government representative agrees that it was not required in the Scottish independence referendum or the EU referendum.
