Ms Sturgeon says she hopes a decision will be reached soon after the closure of the consultation.

SNP MSP Emma Harper says the UK government is seeking to dictate how the Scottish government spends the £160m due in convergence funds for farmers.

Green MSP Ross Greer asks what will be done about the 39,100 empty homes in Scotland after the Scottish government abandoned its pledge to introduce compulsory sale orders.

Ms Sturgeon explains this was due to constraints on the legislative programme space, but insists the commitment remains.

Scottish Green parliamentary co-leader Alison Johnstone welcomes the "small steps forward" in the Programme for Government (PfG) on climate change.

But she says we have to do more now, pointing to her party's proposal to redirect road funds to public transport infrastructure.

"We were bold in the PfG," replies Ms Sturgeon, pointing to positive comments from WWF Scotland.

The first minister says the Scottish government is up for the challenge of combating climate change and says it does nothing to downplay what was announced on Tuesday.

"We can't get behind a government that freezes investment in walking and cycling," hits back Ms Johnstone.

The forestry planting target was reached eight years late, the Green MSP adds, and she calls for an urgent review of reforestry plans.

The Scottish Medicines Consortium (SMC) said there were uncertainties about the long-term health benefits of Orkambi and Symkevi in relation to their costs.

Ms Baillie calls for the drugs to be made available to all cystic fibrosis sufferers in Scotland

"I want to get to that position," replies Ms Sturgeon, who highlights ongoing discussions with the manufacturer.

  10. Sturgeon says she had no role in seeking interdictpublished at 12:17 British Summer Time 5 September 2019

The first minister says she had no role in seeking an interdict - it was a decision taken by the Scottish Prison Service.

The SPS then decided not to proceed with that action, she says.

Ms Sturgeon reiterates the fact that Humza Yousaf has offered to meet the Marshall family.

It is up to the parliament if it wants to see further inquiries, she adds.

  12. FM insists decision made by SPSpublished at 12:16 British Summer Time 5 September 2019

Richard Leonard calls for a public inquiry

The first minister says the decision was taken by the Scottish Prison Service (SPS) and it decided not to proceed with action.

She offers her condolences to the family and friends of Allan Marshall.

There has been an FAI and a number of recommendations have been made, which the SPS is considering, she says.

Mr Leonard says Justice Secretary Humza Yousaf was informed at 11:30pm on Saturday night of the press report and made a legal bid to block it.

Mr Marshall died after a shocking incident in prison service custody, his death was entirely preventable, and the government went to court in the dead of night to keep it out of the public eye, the Scottish Labour leader insists.

He calls for a full, independent investigation into the death and the government's role.

Scottish Labour leader Richard Leonard asks what value the first minister places on the freedom of the press.

"I place huge value on the freedom of the press," replies Ms Sturgeon.

Mr Leonard says the Sunday Mail published the shocking story about Allan Marshall's death in prison after being restrained.

Mr Marshall's family have called for action to be taken against the prison staff.

Scottish ministers went to court to seek an interdict to prevent the paper reaching the newstands.

When was it decided to serve this interdict?, Mr Leonard asks.

  14. SNP will beat Tories in general election, says Sturgeonpublished at 12:09 British Summer Time 5 September 2019

The Tory interim leader says a general election may now be required and his party will stand on a pro-union platform.

If the Conservatives had any confidence whatsoever in that message, Ruth Davidson would still be leader, quips Ms Sturgeon.

"I relish the prospect of a general election," she adds, saying the SNP will beat the Tories.

In that election, the message from the SNP will be 'we stand up for Scotland's opposition to Brexit and to choose our own future', she concludes.

  16. 'She's never seen a referendum result she does not want to overturn'published at 12:08 British Summer Time 5 September 2019

Mr Carlaw says the first minister does not want to really see successful negotiations with the EU - she wants to weaken the UK government's hand in the talks.

She's never seen a referendum result she does not want to overturn, he adds.

"I don't want to overturn the Brexit Scottish referendum result, just see it honoured," hits back the first minister.

Ms Sturgeon asks if Mr Carlaw will vote to block a no-deal Brexit after this afternoon's debate.

    First Minister Nicola Sturgeon
    Image caption,

First Minister Nicola Sturgeon says she does not want to see Scotland leave the EU at all since it did not vote for it.

"We have seen in the past couple of days that there is no meaningful negotiation going on between the UK government and EU at the moment," she says.

Mr Carlaw says the bill passed at Westminster gives the UK government until 18 October to strike a deal - so does Ms Sturgeon want a deal or not?

"I don't want Scotland to leave the European Union," retorts Ms Sturgeon.

She asks whether Mr Carlaw has any further information on progress being made in negotiations as he is "suggesting he knows something the rest of us don't know".

Scottish Conservative interim leader Jackson Carlaw, who has stepped into the hot seat since the resignation of Ruth Davidson, gets proceedings under way.

Mr Carlaw says the bill passed by opposition parties in the House of Commons once again delays the departure of the European Union.

He says he still hopes a Brexit deal can be struck and asks if the first minister does too.
