    Mr Leonard asks if the answer is really the creation of an, as yet, unnamed public body.

    He says the Scottish government was on the project board and frequent meetings took place to allow the health secretary to be briefed.

    He suggests there is a wider hospital building and procurement issues.

    The statement to parliament in June was based on the firm expectation that it would open in July, replies Ms Sturgeon.

    All the previous issues had been resolved at that point and the ventilation issue was not known about she insists.

    Scottish Labour leader Richard Leonard adds his thanks and best wishes to Sir Paul Grice.

    Mr Leonard says in March of this year his colleague Daniel Johnson asked if the issues at the Edinburgh Sick Kid's and the Queen Elizabeth hospital in Glasgow point to wider issues.

    The health secretary denied this and accused Daniel Johnson of being wide of the mark, says Mr Leonard.

    "He wasn't was he?" he asks.

    There have been issues at both hospitals concedes the first minister.

    Ms Sturgeon would have hoped Mr Leonard would have welcomed the new body established to oversee problems like these.

    Mr Carlaw says over 3,000 children have been denied access since the new hospital was meant to open in January 2013.

    The first minister says lessons "absolutely have to be learned" on this.

    The government's focus will remain on patient safety and that should be the priority of anyone who has anything so do with this project.

    Mr Carlaw says the Sick Kid's Hospital is just 10 minutes drive from Holyrood but it seems four health secretaries chose not to know about the problems it faces.

    The Scottish Conservative interim leader calls this an "absolute shambles" and asks if this is joined up government.

    Ms Sturgeon points out the issues did not come to light until the start of July and it would have been wrong to open the hospital until assurances about patient safety can be given.

    She insists there has been substantial work done and the health secretary has taken responsible action.

    On the Edinburgh Sick Kid's Hospital, the first minister says the situation is unacceptable and to say she is "angry" about it would be an understatement.

    "We will not allow the hospital to open until we are satisfied about the safety."

    Ms Sturgeon says there will be closer scrutiny and oversight of the project going forward.

    Anger is all very well but you didn't need to be a minister to know there were issues with this project for years, replies Mr Carlaw.

    The Scottish Tory interim leader says staff were not given a completion date in emails running up to July.

    Ms Sturgeon says the issue with the ventilation system in the critical care unit only came to light at the start of July.

    If Mr Carlaw knew something about this before then why did he not raise it, she states.

    Scottish Conservative interim leader Jackson Carlaw begins by thanking Sir Paul Grice in his last FMQs.

    Mr Carlaw tells the chamber the award to Babock of the contracts to design and build a new generation of Royal Navy frigates is very welcome.

    Mr Carlaw goes on to ask if the government has done too little too late in terms of the Edinburgh Sick Kid's hospital being delayed until autumn next year.

    Ms Sturgeon also thanks Sir Paul Grice for 20 years of service.

    The first minister welcomes the award to Babock and the news two "life-changing" cystic fibrosis drugs are to be made available to about 400 patients in Scotland.

    Finance Secretary Derek Mackay says the government is proposing to take forward a range of actions, including challenging the UK government on contracts for difference.

    He offers to provide a further briefing to the member.

    Industrial relations between trade unions and management are strong as the firm looks to secure new contracts, he adds.

    Labour MSP Claire Baker asks the Scottish government what action was taken during the summer recess to secure contracts and future employment at BiFab.

    The value of the taxpayers' stake in the mothballed BiFab fabrication yards has been slashed by £13m.

    BiFab's yards in Methil and Burntisland are currently mothballed as they battle to secure work on a £2bn offshore wind farm off Fife.

    Figures have emerged showing the Scottish government loaned BiFab £19m in 2017-18 and then converted this into shares in the loss-making business.

    But Audit Scotland has ruled this equity stake is now only worth £6m.
