    Attempts to ditch the work place parking levy from the Transport Bill have failed.

    MSPs voted by 65 votes to 54 to keep the car park tax in the proposed legislation.

    Labour MSP Neil Bibby had argued it was unfair and would hit low paid workers the hardest.

    However the SNP and the Greens united to defeat his amendment.

    This will ensure councils will have the power to charge businesses for car park spaces in order to cut traffic congestion and tackle climate change.

    Join us to hear the debates and votes on the remaining Stage 3 amendments to the Transport Bill tomorrow.

    MSPs will then hold their final debate on the bill and later vote on whether to pass it.

    SNP MSP Sandra White will now lead a member's debate entitled 'Charter of Rights for People with Dementia and their Carers 10th Anniversary'.

    Ms White says ten years ago MSPs from all parties agreed to this charter , which introduced a human rights-based approach to health and social care based on the UN PANEL principles.

    SNP MSP Alex Neil says this has been "anything but family friendly" not to mention the disservice done to the guests waiting for the debate on dementia.

    Mr Neil calls for a return to a "family friendly parliament".

    Mr Macintosh says there was rigorous debate about moving decision time and he points out he is the sponsor of the event following the debate on rights for people with dementia.

    Local politicians will need to be "very brave" and have "vision" to introduce a workplace parking tax, MSPs heard in May

    The Scottish government has pledged to support a Green proposal to give councils the power to levy a charge on parking spaces to reduce congestion.

    Witnesses from Nottingham, the only council in the UK with a scheme of this sort, spoke positively of its impact.

    But they told MSPs that it was "not easy", saying that "strong political leadership" was "absolutely essential".
