    Back in June MSPs on the Rural Economy and Connectivity Committee agreed to John Finnie's crucial workplace parking levy amendment with six for and five against.

    SNP MSP Richard Lyle, who had previously opposed the levy, told the committee that over the last few months he had listened to the evidence, in particular from COSLA.

    Mr Lyle revealed: "Today I will be changing my view and I will be supporting Mr Finnie."

    Transport Secretary Michael Matheson says the bill as drafted requires revenue to be spent on fulfilling the local transport strategy.

    I believe it is appropriate to allow local authorities to decide where to allocate funds and therefore will vote against the amendment, he adds.

    The amendment moves to a vote, so the chamber is suspended for five minutes.

    Plans to give local councils the power to charge a levy on workplace parking are expected to be passed into law.

    The proposal is part of a series of changes to transport in Scotland being put to a final vote at Holyrood.

    An attempt by Scottish Labour to remove the parking levy aspect was defeated during a debate on Wednesday.

    The Scottish government's Transport Bill will also shake up bus services, introduce low emission zones in cities and ban parking on pavements.

    Education Secretary John Swinney says the commitment is being delivered in partnership with local authorities, who are responsible for appointing counsellors.

    Ms Lennon says constituents have raised with her the number of young people who have considered, attempted or completed suicide.

    There is disappointment that the roll out of counsellors has been delayed in South Lanarkshire.

    North Ayrshire became the first area in Scotland to hire a full-time counsellor for each of its high schools in an attempt to improve mental health in March.

    BBC Scotland's The Nine has learned the initiative has been rolled out to try to cut the number of young people taking their own lives.

    School-based counsellors deal with cases including substance abuse, self-harm and depression.

    It is hoped early intervention can help reduce distress and prevent suicides.

    The first minister says £54m is being invested in a package of support for mental health services.

    In 2018 there was an improvement in recruitment to psychiatric services, she adds.

    Mr Whittle raises a recent report highlighting the expected amount of retirements in psychiatric services.

    We had growing demand, a high vacancy rate and expected retirements, he says, asking when a workforce plan can be expected.

    Ms Sturgeon highlights concerns about Brexit on recruitment to the NHS, before pointing again to increases in recruitment.

    She accepts there remain a number of unfilled vacancies but she says the number of posts has increased by 8.5%.
