    The Finance and Constitution Committee, external is undertaking scrutiny of the 2020/21 budget this morning.

    MSPs will hear from the deputy director of economic think thank, the Fraser of Allander Institute.

    It published a examination of the strategic context of the budget, external in November, before the new dates of the Scottish or UK budget were known.

    It is taking evidence from economic think tank the Fraser of Allander Institute.

    From 1.30pm MSPs will debate whether to keep the European flag flying at the parliament during the Brexit transition period, despite the proposal having been rejected by the SPCB.

    The Scottish government motion points out the UK will still be in the Council of Europe post-Brexit and "directs" the parliamentary authorities to keep flying the European flag.
