Nicola Sturgeon says the NPD model is used because the Tories have taken £6bn out of Scotland's capital budgets overt the last 10 years.

The first minister reiterates the failures of PFI calling it a scandal overseen by Labour.

  15. Costs have skyrocketed, says Leonardpublished at 12:16 Greenwich Mean Time 30 January 2020

Mr Leonard insists he has been consistent on the question of PFIs, pointing to an old report.

The Scottish government has failed to properly monitor these contracts, he argues.

Risks have increased and costs have skyrocketed, he says.

Ms Sturgeon says the capital value of projects has improved compared with when Labour was in government.

She also insists there is greater transparency now around these projects.

Mr Leonard might have written about these deals 25 years ago but it’s a shame the Labour government did not listen to him, she suggests.

The cost of repaying private finance deals used to pay for new roads, schools and hospitals will have a "significant" impact on public spending, watchdogs have warned.

A new Audit Scotland report, external said more public projects had gone ahead as a result of using private money.

But auditors warned "private finance comes at a cost".

Audit Scotland said payments worth more than £40bn would be made for £9bn worth of public projects under contract.

    Richard Leonard

Scottish Labour leader Richard Leonard raises the issue of the Scottish government's non-profit distributing model and asks if the first minister is in denial over its failings.

  18. Carlaw and FM continue education clashpublished at 12:12 Greenwich Mean Time 30 January 2020

The Scottish Tory interim leader says there are record lows in maths and science, and falling pass rates in Highers.

How many more times do we have to listen to the same lines and excuses, he asks.

Ms Sturgeon says pass rights have improved on maths, chemistry, physics, biology and others.

She says it is "disgraceful" that Mr Carlaw is trying to talk these achievements down.

  19. Overall more young people leave schools with highers says FMpublished at 12:12 Greenwich Mean Time 30 January 2020

    Nicola Sturgeon

Mr Carlaw says it does the first minister no credit to hide behind the hard work of teachers.

The Scottish Conservative interim leader says there is a lack of urgency in addressing education issues.

He argues that since the introduction of the botched Curriculum for Excellence the pass rate in 32 of the 46 higher subjects has dropped.

The first minister insists experts say Scotland is heading in the right direction in terms of education.

Overall, more young people leave schools with highers, says the first minister and adds the overall picture is not the one Jackson Carlaw is presenting..

  20. Will literacy and numeracy targets be met asks Carlawpublished at 12:08 Greenwich Mean Time 30 January 2020

    Jackson Carlaw

Mr Carlaw says the first minister's priority has not been raising educational attainment in our schools.

He asks whether targets on for primary school-aged children on literacy and numeracy will be met.

It is wrong to suggest our schools are not working to meet these stretching and challenging targets, says the FM.

Ms Sturgeon says she is backing teachers to get on with the job of improving education.
