    Ms Forbes tells the committee there is a lot of work going on in Scotland that would inform the UK government's net zero cost review.

    Green MSP Mark Ruskell raises the issue of Barnett consequentials that might be derived from HS2.

    The minister replies it is difficult to see what consequentials might come from HS2.

    Prime Minister Boris Johnson has confirmed that the controversial HS2 high-speed rail link will be built.

    Kate Forbes has been appointed as the Scottish government's new finance secretary following the resignation of Derek Mackay.

    The 29-year-old became the first woman to set out a budget at Holyrood or Westminster when she stepped in for Mr Mackay earlier this month.

    In a reshuffle of Nicola Sturgeon's cabinet, Fiona Hyslop will now take on extra responsibility for the economy.

    Jenny Gilruth has joined the government as Europe minister.

    Ms Sturgeon said the appointments "bring new talent into government and deliver a real focus, not only on driving forward our economy, but also on addressing the challenges of Brexit, increasing our population and ending Scotland's contribution to the climate crisis".

    The appointments of Ms Forbes and Ms Gilruth will be confirmed in a vote by MSPs later today.

    Kate Forbes says there is some press noise about the UK budget being delayed beyond 11 March 2020.

    The new finance secretary says to mitigate the uncertainty created by the delayed UK budget the Scottish budget process is underway.

    The two uncertainties remaining are:

    • overall funding
    • UK government policy decisions

    Any further cash in the UK budget will not be included in this Scottish budget.

    Ms Martin points out Ms Forbes remains the minister of public finance until MSPs confirm her appointment this afternoon, but we'll stick with finance secretary.

    The Environment, Climate Change and Land Reform Committee, external will shortly take evidence on the budget from the new Finance Secretary Kate Forbes and then from Environment, Climate Change and Land Reform Secretary Roseanna Cunningham.

    Ms Forbes outlined the following environment and climate change funding plans:

    • A total of £461.8m will be spent on the environment, climate change and land reform - an increase from £426.6m
    • Marine priorities include to safeguard and monitor marine and fisheries activity in Scotland's seas, coasts, rivers and ports - with spending increasing to £65.5m
    • Spending on environmental services will go up from £134.1m to £157.1m
    • A substantial increase in spending on climate change and Land Managers Renewables Fund will take it to £30.3m

    Welcome to BBC Scotland's Holyrood Live coverage of what's taking place in the Scottish Parliament on Tuesday 18 February 2020.

    Here's what we're covering today:

    The Environment, Climate Change and Land Reform Committee hears from new Finance Secretary Kate Forbes as well as Environment Secretary Roseanna Cunningham, on how the Scottish budget affects spending.

    Technically MSPs have to vote to approve Ms Forbes as the new finance secretary at decision time, but we're pretty confident this will be the usual foregone conclusion, so we'll stick with her new moniker.

    In the chamber we'll follow two debates. The first is Social Prescribing: Physical Activity is an Investment, Not a Cost, followed by a member's debate by Na h-Eileanan an Iar MSP Alasdair Allan entitled Gaelic-medium Education in the Western Isles.
