    Mr Kelly details issues with the police estate including mushrooms in the Dunoon station and the collapse of the roof of the police station in Broughty Ferry.

    He also lambastes the state of the police fleet, calling for more capital spend for Police Scotland.

    The Labour MSP says: "We've heard much bluster from the cabinet secretary but the evidence on the ground is that police officers face massive challenges against the backdrop in which they work."

    "In some areas crime is on the rise; that's totally unacceptable."

    He concludes it's time the cabinet secretary spent more time on the challenges the police face and less time on his twitter account.

    The budget settlement must make the public safe and support the police, he concludes.

    Labour MSP James Kelly says there are "real issues with the Police Scotland budget", suggesting settlements over several years have not been enough.

    He warns this is having a negative impact on officer mental health, while centralisation of services has led to police officers having to undertake responsibilities previously carried out by police staff.

    Mr Kelly insists the capital budget is not enough, highlighting Police Scotland asked for £99m meaning there is a £56m shortfall.

    The justice secretary asks where Mr Kelly would have taken this extra money from.

    "You're the cabinet secretary," replies the Labour MSP, adding it is there his responsible to bring forward the budget.

    Tory MSP Liam Kerr intervenes to say Police Scotland's capital budget is the lowest per capita in the UK.

    Mr Yousaf says the capital budget will increase by almost 30% and insists the Police Service as a whole is receiving "a very, very good settlement indeed".

    The justice secretary calls for the UK government to pick up the entire tab for COP26.

    Mr Kerr's on his feet once again calling for the entirety of the extra £96m coming in policing Barnett consequential to go to the Scottish police budget.

    That was a waste of time laments Mr Yousaf, saying the Scottish Tories have not confirmed all of the COP26 costs should by paid by Westminster.

    He calls for the return of £125m in VAT "stolen" by the UK government, which leads to Mr Kerr trying to raise a point of order saying the word "stolen" is a breach of the ministerial code of conduct.

    It's not a point of order says the deputy presiding officer and Mr Yousaf changes his terminology to "pinched" in reference to the VAT cash.

    The justice secretary confirms the deal with the Greens means there will be an extra £13m in the resource budget and £5m for the capital budget for the police.

    It is disappointing to here that despite exceeding their asks for policing the Tories will still not support this budget, he says.

    The cash means Police Scotland will be able to maintain current officer numbers, even in light of unprecedented events such as COP26, coronavirus and Brexit, he adds.

    Mr Yousaf says senior police officers have acknowledged the settlement allocated to them was more than they has anticipated.

    Done deal: Kate Forbes and Patrick Harvie have reached agreement on the budget

    The SNP-run Scottish government has agreed a deal with the Greens to get its budget plans through Holyrood.

    The agreement between the two parties will see extra funding for local government and the police and a free bus travel scheme for under-18s.

    Finance Secretary Kate Forbes said the budget agreement would "provide certainty for communities, businesses and public services".

    The deal means the budget is certain to be passed by the Scottish Parliament.

    Mr Kerr cites a recent survey of police officers which suggested over half rarely have time for a break and two thirds said they were stressed.

    The Tory MSP says police officers are working harder than ever, they are under strain and it is taking its toll on them and their families.

    A number of senior police officers have been publicly criticising the funding levels, he says.

    Mr Kerr says any Barnett consequentials from policing budgets should be passed on in full to the police in Scotland.

    He concludes saying no reasonable MSP can say the current draft budget represents an adequate funding settlement for the police.

    Tory MSP Liam Kerr begins by referencing his relatively short motion suggesting Police Scotland is underfunded in the budget 2020/21.

    Justice Secretary Humza Yousaf stands to highlight the fresh deal with the Greens providing £60m extra for Police Scotland, higher than the £50m sought by the Tories.

    Mr Kerr says the issue is much more than just £50m, saying this figure was the minimum needed.

    He says two-thirds of the police estate is over 40 years old while fleet vehicles are also ageing.

    Demands on officers are rising but they are having to operate in analogue surrounding, he warns.
