    Chancellor Rishi Sunak says the coronavirus is "a public health emergency but also an economic emergency".

    He promises government intervention "on a scale unimaginable only a few weeks ago".

    "The government will stand behind business small and large," he says and announces government backed loans "to get businesses through this".

    He says this will amount to £330bn of guarantees.

    Chancellor Rishi Sunak says there are concerns about the impacts on pubs, clubs and theatres.

    "For those venues which do have a policy that covers pandemics - the government action is sufficient to allow them to make claims," he says.

    For the smaller businesses in that sector who don't have insurance he says he will provide cash grants of £25,000 per business "to help bridge through this period".

    He also says businesses in the sector will get a "business rates holiday".

  4. School closures 'inevitable' says teachers' union bosspublished at 17:04 Greenwich Mean Time 17 March 2020

    EIS general secretary Larry Flanagan said teachers were concerned about their own health and vulnerability. But he said they were also concerned about the students they need to support.

    "It is inevitable that schools are going to close - and possibly for a significant period of time," he said.

    Mr Flanagan said he accepted the Scottish government's argument that premature school closures could lead to more deaths.

    "But we asked that the evidence is published so there is a better understanding around the strategy," he said.

    "It would be very useful if the Scottish government was able to be a bit more transparent around the timescale re: potential closures."

    Mr Flanagan said about 30% of pupils were already not attending school. He said this figure was "bolstered" in secondary schools by senior pupils who were nearing exams attending almost 100%.

    Glasgow International, the city's bi-annual festival of contemporary art, has been postponed because of the impact of coronavirus.

    The festival's director, Richard Parry, said they planned to restage it next year.

    He said: "We know the postponement will be incredibly disappointing for the artists, colleagues, partners and friends who have been working tirelessly alongside the festival team to realise what would have been an extraordinary festival."

    Orkney and the Western Isles remain the two areas of Scotland with no one testing positive for Covid-19.

    Greater Glasgow and Clyde has the most people testing positive at 49, followed by Lorhian on 30 and Grampian on 26.

    *North Lanakrshire Council says it will shut from "close of business on Tuesday and remain so "for the foreseeable future".

    *Stirling Council had already moved to close libraries and community centres.

    *Aberdeenshire Council says all it gyms and fitness suites will close indefinitely from 6pm tonight. It also says lets of halls and community facilities will be suspended.

    *Shetland Recreational Trust leisure centres will close from 5pm on Tuesday.

    Only staff required to deliver key essential business onsite should attend work at Holyrood, chief executive David McGill has said.

    Rota systems and other social distancing measures are being looked at to support those individuals who are on site.

    Pregnant women in the UK have been urged to attend antenatal appointments as normal,despite government advice to limit their social contact.

    The UK's Royal College of Midwives said the appointments were "essential to ensure the wellbeing of pregnant women and their babies".

    New advice, issued on Monday, asks pregnant women to minimise social contact for up to 12 weeks from this weekend.

    Further guidance is expected shortly.

  17. Coronavirus: Church of Scotland cancels General Assemblypublished at 15:41 Greenwich Mean Time 17 March 2020

    Due to the Coronavirus pandemic the Church of Scotland has cancelled this year’s General Assembly which was due to open on 16 May.

    Principal Clerk, Rev Dr George Whyte said: "We did not take this decision lightly but in the current circumstances it was the only choice we could make.

    "Our Assembly would have brought almost 1,000 people to a week-long meeting in Edinburgh including visitors from overseas and from other churches.

    “We were also looking forward to welcoming the Duke of Cambridge as the Queen’s representative but we are assured that Prince William will understand our unavoidable decision. We hope that he may be Lord High Commissioner on another occasion."

    A second person has died in Scotland after becoming infected with coronavirus.

    The number of confirmed cases in Scotland is now 195 - a rise of 24 from Monday.

    The elderly patient who died was being treated by NHS Greater Glasgow and Clyde and had underlying health conditions.

    Scottish Health Secretary Jeane Freeman said NHS Scotland would be put on an emergency footing for three months.

    She told MSPs said: "Our goal is simple: to protect and save lives and we need everyone's help to achieve this."
