    A panel set up by the Nigerian government to investigate alleged human rights abuses by the country's security forces began sitting today in the capital, Abuja.

    The committee was established after human rights groups accused the military of extra-judicial killings and torture in its fight against Islamist militants Boko Haram in the north of the country and in its response to separatist activities in the south.

    Victims and witnesses of alleged human rights abuses as well as human rights groups including Amnesty International, external are set to testify.

    The military has also been invited to respond, but in the past it has always denied allegations of human rights abuses.

    It is not clear if this investigation will have any impact on the alleged behaviour of the military.

  3. Kenya electoral commission dismisses rift claimspublished at 17:31 British Summer Time 11 September 2017

    The chairman of Kenya's electoral commission has just finished briefing reporters about an ongoing meeting seen by many as an attempt to unite the seven commissioners after reports of factional fighting.

    Wafula Chebukati confirmed the authenticity of a leaked memo that he authored asking the commissions' CEO Ezra Chiloba about anomalies and alleged malpractices that took place in the election.

    He said that the secretariat led by Mr Chiloba had responded to the questions and that the commissioners will be reviewing the response before making them public later in the week.

    Mr Chebukati denied that the team was divided and that they were supporting the different political camps in the election.

    He again dismissed claims by Deputy President William Ruto that he has been holding secret meetings with opposition leaders ahead of the 17 October re-run election.

    He said that the commission was neutral and that they were neither "Jubilee nor Nasa".

  4. Nigeria customs officials confiscate imported weaponspublished at 17:05 British Summer Time 11 September 2017

    Customs authorities in Nigeria's commercial capital, Lagos, have confiscated a container carrying more than 1,000 rifles, said to have been illegally imported from Turkey, the BBC's Hausa service is reporting.

    Customs officer Hamid Ali said the discovery was made on 6 September during a routine check of containers at the Tincan Island harbour.

    Talking to the media today he said the container had been registered as carrying "hand wash basins".

    Mr Ali told reporters that two people had been arrested in the operation.

  5. Grace Mugabe could charge Engels with 'attempted murder'published at 16:37 British Summer Time 11 September 2017

    We reported earlier that Zimbabwe First Lady Grace Mugabe's version of an alleged assault last month involving a South African model in a Johannesburg hotel has been published by Reuters.

    Gabriella Engels said that Mrs Mugabe attacked her with an electrical cord and plug leaving a big scar on her forehead. Zimbabwe's first lady left the country without going to court after having been given diplomatic immunity.

    Reuters got hold of a copy of a court submission prepared by a Zimbabwean diplomat, and the journalist has now shared the document on Twitter.

    Senegal's former President Abdoulaye Wade, who, at 91, successfully ran as an MP for an opposition collation in July's parliamentary elections, will not be taking up his seat when parliament meets for the first time this week.

    When he won the seat he was described by some as the oldest parliamentarian in the world.

  8. Death toll rise in Sinai attackpublished at 15:36 British Summer Time 11 September 2017

    We reported earlier about a bomb attack in Egypt's restive North Sinai region.

    The AFP news agency is reporting, quoting security and military sources, that at least 18 people were killed in the attack on a security convoy.

    It is a significant rise from the four that Reuters was reporting.

    The interior ministry has confirmed the attack but not given the casualty numbers, AFP reports.

    Kenyan nurses today hit the streets of the capital, Nairobi, today as their strike reaches its 98th day.

    They have vowed not to go back to work until the county governors implement a pay increase.

    Last week, the Council of Governors, which oversees the work of Kenya's county governors, said the nurses should be sacked if they do not return to work.

    In Somalia's capital, Mogadishu, a vehicle, parked near a restaurant where people had gathered to have evening tea, has exploded.

    A witness told the BBC's Somali service that he had seen people being taken away in ambulances.

    The Reuters news agency quotes police as saying that one person was killed and three others were injured in the blast.

    Kenya's opposition National Super Alliance has reacted to President Uhuru Kenyatta's comments that if Raila Odinga wins the presidential election re-run would be removed by Jubilee Party MPs, because of their superior numbers in parliament.

    According to the Kenyan constitution, the impeachment of a president can only be initiated if it garners support of at least two-thirds of all the members of the National Assembly ( the lower house), which Mr Kenyatta's Jubilee Party does not have.

    The Norwegian Refugee Council (NRC) says nearly 7.5 million children in the Democratic Republic of Congo do not go to school.

    It blamed the problem on two decades of conflict and a weak, underfunded education system.

    The problem is most acute in the Kasai region where hundreds of thousands of children have been displaced and 900 schools destroyed.

    In another region, more than 90% of displaced children have no access to education.

    The NRC said children who have no form of schooling are more likely to join armed groups.

    Kenyan police have arrested MP Moses Kuria over alleged hate remarks he made regarding people who did not vote for Uhuru Kenyatta as president in last month's election, which was annulled by the Supreme Court, the website of privately-owned The Star reports., external

    Reacting to the Supreme Court judgement Mr Kuria posted on Facebook on 5 September that there would be a manhunt for people who voted for "that demon":

    The Star reports that police have also arrested opposition politician Johnson Muthama for allegedly making hateful remarks during a political rally over the weekend.

    At least four Egyptian policemen have been killed and others injured after an improvised explosive went off near a security convoy in Arish, the capital of the restive North Sinai, the Reuters news agency quotes security and medical sources as saying.

    A senior military official is said to be among four people injured in the attack, which has so far not been claimed by any group, the report says.

    The so-called Islamic State militants have been waging an intensified insurgency in the region since the toppling of Mohammed Morsi of the Muslim Brotherhood in 2013.

    Hundreds of soldiers and policemen have been killed since then.

    Kenya's President Uhuru Kenyatta has said that if his rival, Raila Odinga, is elected president in the re-run election on 17 October, his party, which has a parliamentary majority, will remove him from office.

    Mr Kenyatta, who was addressing a delegation of party supporters, said (in Swahili): "even if he is elected, we have the opportunity in two months, three months to remove him".

    According to Kenya's constitution a sitting president can be removed if he is deemed to be physically or mentally unfit to perform the functions of the office.

    The other routes to impeach the president are on the grounds of gross violation of the constitution, or if it is believed that the president has committed a crime under national or international law, or if he/she is accused of gross misconduct.

    To initiate the process, the impeachment motion will have to get the support of at least two-thirds of all the members of the National Assembly, which Mr Kenyatta's Jubilee Party does not have.

    Mr Kenyatta was declared winner in the 8 August election but the Supreme Court annulled his victory citing problems in the way the election result was compiled.

  19. 'Grace Mugabe: I was attacked, not the other way round'published at 12:10 British Summer Time 11 September 2017

    Zimbabwe's First Lady Grace Mugabe has portrayed herself as the victim in last month's alleged assault against South African model Gabriella Engels in a Johannesburg hotel, according to a deposition seen by the Reuters news agency.

    In the statement, filed on 17 August, four days after the incident, Mrs Mugabe countered Ms Engels' version of events. The model says that she was attacked by Mrs Mugabe using an electric cable.

    Reuters reports that the deposition says that Mrs Mugabe had gone to check on her adult sons who were "in trouble" at the hotel and "upon her arrival, Ms Engels, who was intoxicated and unhinged, attacked Dr Grace Mugabe with a knife after she was asked to leave the hotel".

    The statement also alleges that Ms Engels injuries were as a result of a fight she had at a nightclub the previous night.

    In an interview with the BBC, Ms Engels spoke about how Mrs Mugabe attacked her in the hotel where she was a guest of her sons.

    The model's lawyers from campaign group, Afriforum, denied Mrs Mugabe's accusations saying, "Gabriella never attacked Grace Mugabe in any way and she did not participate in the fight [at the nightclub]".

    South Africa granted Mrs Mugabe diplomatic immunity so she could leave the country without being charged.

    A community in South Africa has set-up a campaign to raise funds for the legal fees of a woman who was arrested after attacking her daughter’s alleged rapists.

    The woman, allegedly killed one man and wounded two others after she found them raping her 27-year-old daughter in an unoccupied house last week.

    The 55-year-old woman said she was alerted to the rape by her daughter's friend.

    “When I arrived I asked them [the men] what they were doing because they were all naked with one of them busy raping my daughter,” IOL news quotes, external the woman as saying.

    “I was armed with a knife to protect myself. I stabbed the first one, stabbed the second one and also stabbed the third while he was trying to run away,” said the woman in a telephone interview with Independent Media.

    The community in the Eastern Cape province believes she acted in self-defence, external. The woman is currently out on 500 rand ($38,79; £29,41) bail and has been charged with murder and attempted murder.

    She will appear in court again on 8 October.
