Congolese authorities say at least 28,000 of its citizens were expelled from Angola

Democratic Republic of Congo has summoned the Angolan ambassador over the expulsion of thousands of Congolese migrants from Angola during a crackdown on artisanal diamond mining this month, Congo's foreign minister said on Wednesday.

"Angola [should] conduct a comprehensive investigation to establish who is responsible for these wrongful acts," Foreign Minister Leonard She Okitundu said in a statement.

Congolese fleeing Angola, estimated to be 28,000 by the DR Congo government, said they had been forced to leave by Angola.

Some of them accused the Angolan police of carrying out human rights abuses.

In a speech on Tuesday to parliament, Angola's President, Joao Lourenco, said illegal immigration linked to illicit diamond mining had reached alarming levels.

In order to be less reliant on oil the mining sector is to be reformed and President Lourenco said the days when anyone could join in the hunt for diamonds were now over.

Angolan Police Commissioner Antonio Bernardo denied the accusations of violence on Wednesday, and said that the border agreement between the two countries only allowed for visits up to 48 hours, news agency Reuters reports.

Former Ivorian football star Bonaventure Kalou has been elected mayor of Vavoua, a city in the central part of the country.

The elder brother of Salomon Kalou, he got 50 caps with the Elephants and won the Coupe de France twice.

He played two matches during the 2006 World Cup in Germany.

He told BBC Afrique he will work to improve the lives of the city's residents:

    Quote Message

The role of mayor is not necessarily for politics purpose, but for local development. But I am also aware that politics and local development are also connected. So I will need to manage this situation in such a way that everybody is satisfied. I will be present often in the city...There are great expectations regarding to the fact that little has been done so far for this community. The improvement of sanitation, public lighting and water supply will be my priorities. These need to be done quickly."

Kalou said he looked up to Liberia President George Weah, who is also a former footballer:

    Quote Message

Everybody has his own destiny. George's has his own. He begins as senator, and was candidate for the presidency two times but he did not succeed the first time. I am not yet at this level. I am now at a lower level. But he is an example in every sense of the term for me. But for the time being, he is not yet my priority. My current priority is to have a successful mandate as a mayor."

    BBC Africa, Johannesburg

A court in South Africa has found two South African white farm workers guilty of killing 16-year-old black boy Matlhomola Moshoeu in 2017.

Judge Ronald Hendricks said he believed Pieter Doorewaad and Phillip Schutte threw the boy from the back of a moving truck after they caught him allegedly stealing sunflowers.

The farm workers said the boy had jumped from the truck.

A spokesman from the opposition Economic Freedom Fighter (EFF) welcomed today’s judgement.

“We feel vindicated. The judgement reinforces confidence in South Africa’s justice system. The two white racists will rot in jail,” its spokesman told local media

The two men are expected to be sentenced on Thursday.

  6. Televised rape trial grips South Africapublished at 15:40 British Summer Time 17 October 2018

    Andrew Harding
    BBC News, Johannesburg

A televised rape trial is gripping South Africa - a country plagued by high levels of sexual violence.

For the past three days, a woman has been giving evidence against a televangelist she says repeatedly raped her when she was a member of his church at the age of 14.

Pastor Timothy Omotoso, a Nigerian, is facing multiple charges of rape, assault and trafficking.

    He denies the charges.

The case has hit a nerve in a country where there more than 100 rapes are reported to police every day.

There is also growing concern about the influence of wealthy evangelical churches with charismatic preachers and routine promises of miracles.

What has shocked many has been the aggressive cross-examination of Cheryl Zondi, now 22, by the defence team.

Ms Zondi's composure in the witness box has been widely praised, and crowds have been gathering outside the courthouse to voice their support for her.

Televised trials have become almost routine here since cameras were first allowed to broadcast the Oscar Pistorius case.

    The trial continues.

  7. Mozambique arrest over rhino horn 'smuggling'published at 15:13 British Summer Time 17 October 2018

    Jose Tembe
    BBC Africa, Maputo

A Vietnamese man has been arrested in Mozambique on suspicion of attempting to smuggle 11 rhinoceros horns out of the country.

The horns were being smuggled out in boxes purporting to hold coils for an electricity generator, police said.

The arrest was made at Maputo International Airport, local media report.

The suspect, named in his passport as Nguyen Tien Trung, was reportedly intending to fly to Vietnam, changing at Doha.

A local police spokesperson said they would investigate where the 12kg (26lb) of horn came from, as both the white and black species of rhinoceros are thought to be extinct in southern Mozambique. It is thought likely the horns came from neighbouring South Africa or Zimbabwe.

Less than a fortnight ago at the same airport, a Chinese citizen was arrested attempting to smuggle out nine elephant tusks.

Mozambican police believe both smuggling cases are part of an organised crime network, although not necessarily linked.

Nehanda Nyakasikana was a Shona spirit medium who led the fight against the British colonisers in what is now Zimbabwe in the 19th Century.

She took her name from the spirit which possessed her and it gave her great status among her people.

She became a spiritual, political and military leader of the Shona people.

She refused to convert to Christianity when she was sentenced to death by the British, promising her bones would rise up and continue the fight.

Robert Mugabe incorporated her into his rhetoric against the then Rhodesian government during the 1970s.

Nehanda Nyakasikana is the next of a new eight-part series, African Women who Changed the World, which aims to shed light on great African women whose stories deserve to be heard.

This BBC Africa series has been produced using historical and iconographic research, but includes artistic interpretation.

British authorities are expected to resume efforts to confiscate tens of millions of dollars' worth of assets belonging to former Nigerian state governor James Ibori after he lost an appeal against his conviction.

Mr Ibori was jailed in the UK after pleading guilty to laundering nearly $65m (£50m) in 2012.

He was released in December 2016 and deported to Nigeria having served half of his 13-year jail sentence.

Though based in Nigeria, the former Delta state governor, appealed against his conviction. He alleged that a police officer who investigated him was himself corrupt.

Three appeal judges dismissed his case saying that the corruption of the police officer was not proven, Reuters news agency reports.

Mr Ibori had enjoyed a jet-setting lifestyle, buying multi-million dollar properties in England, South Africa and the United States as well as luxury cars.

At the time of his arrest, he was in the process of buying a $20m Bombardier private jet.

Uganda's President Yoweri Museveni has officially launched a 525-metre long bridge, dubbed The New Source of the Nile Bridge, in the southern town of Jinja.

The $112m (£85m) cable-stayed bridge was funded by a loan from the Japanese International Cooperation Agency.

It is the second of its kind in East Africa after Tanzania’s 680m-long Kigamboni Bridge, which was commissioned a fortnight ago.

Samuel Muhoozi, the Director of Roads and Bridges at Uganda National Roads Authority (UNRA), said the bridge could become a major tourist attraction.

“One of the aims of constructing this bridge was enhancing tourism with the addition of this iconic signature bridge in this picturesque location," he was quoted by the state-linked New Vision newspaper as saying, external.

The Democratic Republic of Congo has signed a $14bn (£10bn) deal for what is billed as the world's largest hydro-electric project with a consortium of Chinese and Spanish companies.

The Inga 3 Dam will generate 11,000 megawatts of electricity when complete but progress has stalled for decades.

This is not the final green light to build the mega project to harness hydroelectric power from the Congo River in the country's west. However, the government called it an important step forward.

DR Congo signed what it calls an exclusive development agreement meaning the Chinese and Spanish firms can now start raising the money for the project before putting in a formal bid.

Only 10% of the population of DR Congo has access to electricity. The project is expected to improve supply to residences and businesses, including the mining industry.

The World Bank pulled out of Inga 3 plans in 2013, scaring off early investors.

Civil society groups have opposed the project because of President Joseph Kabila's direct control over the negotiations and environmental concerns.

The business model of Inga 3 depends on exporting power beyond the DR Congo's borders, South Africa signed up to buy 2,500 megawatts from Inga 3 in 2013.

Transmission lines will cost another $4bn, on top of the facility's $14bn price tag.

British-Nigerian filmmaker Adeyemi Michael tells BBC Africa about the inspiration behind his short film, Entitled, which he describes as a "fantasy documentary" re-imagining the first-generation immigrant experience.

The film has attracted attention for its traffic-stopping sequence featuring Adeyemi's own mother, dressed in full Yoruba finery, riding a stallion along a South London high street.

Adeyemi says he has his producer, Fiona Lamptey, and production team to thank for making a practically challenging shoot run so smoothly.

A celebration of motherhood and the preservation of one's cultural heritage, its message is both personal and universal.

Entitled has been selected to be screened this week at the 2018 BFI London Film Festival.

The African Union has called for an urgent resumption of peace talks in Comoros where a political crisis has turned violent.

At least two people are reported to have been killed during clashes between security forces and armed opposition protesters on the island of Anjouan.

The Chair of the AU Commission, Moussa Faki Mahamat, called on politicians to put the interest of the country above all other considerations.

The crisis began with July's constitutional referendum which ended the rotation of the presidency between the three main islands of the Comoros.

The opposition boycotted the vote which they saw as an illegal power grab by President Azali Assoumani - who can now run for office again.

  15. Caster Semenya could miss most of 2019 as testosterone rules delayedpublished at 10:16 British Summer Time 17 October 2018

    Caster SemenyaImage source, AFP

World and Olympic 800m champion Caster Semenya's battle to stop a rule change affecting female athletes with high testosterone levels could see her miss "the bulk" of the 2019 outdoor season.

Governing body the IAAF intended to bring in the new rules on 1 November but has put that back to 26 March 2019.

It wants to wait for the outcome of a legal challenge from Semenya first.

The new rules aim to restrict the levels of testosterone in female runners.

They will apply to women in track events from 400m up to the mile and require that athletes have to keep their testosterone levels below a prescribed amount "for at least six months prior to competing".

So the delay means female athletes with high testosterone - of whom South African Semenya is the most notable - will not be allowed to run for six months from the date the rule changes come in.

Tanzania will not seek foreign assistance in its investigation over the abduction of billionaire Mohammed Dewji, deputy Home Affairs Minister Hamad Masauni has said, local media reports.

He had been responding to calls by opposition MP Godbless Lema who said the government was not doing enough to find the tycoon.

“If you look carefully at the statements made by the government and the police in particular... You’ll see an utter lack of seriousness on [the government’s] response on the issue at hand,” privately-owned Daily Nation newspaper , externalquoted him as saying.

Mr Dewji, reportedly Africa's youngest billionaire, was taken by masked gunmen in the Tanzanian city of Dar es Salaam on Thursday last week.

His family has offered a 1bn Tanzania shilling ($440,000; £330,000) reward for information that leads to his rescue.

Mr Dewji, locally known as Mo, is credited with turning his family business from a wholesale and retail enterprise into a pan-African conglomerate.
