    A pregnant woman and her baby have died after Russia bombed the maternity hospital in Mariupol where she was meant to give birth, AP has reported.

    Video and photos taken after the attack, which took place last Wednesday, showed the woman lying on a stretcher in one of the most devastating images yet from the war.

    According to AP, her baby was delivered via an emergency C-section on Saturday, but doctors confirmed on Saturday that both had died.

    Russian officials made unsubstantiated claims the maternity hospital had been taken over by Ukrainian extremists to use as a base, and that the hospital was no longer operating as a medical facility. Ukrainian officials have strongly disputed these claims, and accused Russia of committing a war crime.

    India is considering taking up a Russian offer to buy its crude oil and other commodities at discounted prices, Reuters reports two Indian officials as saying.

    Russia is facing heavy Western sanctions over its invasion of Ukraine, including several banks being banned from the Swift international payments system.

    India, which imports 80% of its oil, usually buys about 2% to 3% of its supplies from Russia but with oil prices on the rise Reuters says the Indian government is looking to reduce its energy costs.

    One official tells the news agency they were happy to take the discounted goods and says India is not concerned about getting entangled in sanctions.

    They add that work is ongoing to set up a rupee-rouble trade mechanism.

  3. Ukraine hints at progress in Russia ceasefire talkspublished at 09:24 Greenwich Mean Time 14 March 2022

    As peace talks between Moscow and Kyiv begin this morning, senior Ukrainian officials have been outlining the shape that negotiations are taking.

    Ihor Zhovkva, who is deputy head of office for President Zelensky, told the BBC he believes that Moscow's position is more constructive now than it had been previously.

    "Instead of giving us an ultimatum or red lines or asking Ukraine to capitulate, they now seem to start the constructive negotiations," he told Radio 4's Today.

    In separate comments posted on Twitter, Ukrainian negotiator Mykhailo Podolyak says the fourth round of talks will focus on establishing a ceasefire, the withdrawal of Russian troops, and security guarantees for Ukraine.

    Podolyak repeated Ukraine's position that its negotiators will refuse to begin discussing the shape of future relations with Russia until Moscow agrees to an immediate ceasefire first.

    Russia's finance minister has accused foreign countries of wanting to force Russia into an "artificial default" through sanctions.

    In a statement, finance minister Anton Siluanov said: "The freezing of foreign currency accounts of the Bank of Russia and of the Russian government can be regarded as the desire of a number of foreign countries to organise an artificial default that has no real economic grounds."

    Several Russian banks have been banned from the Swift international payment system among other sanctions in response to the invasion of Ukraine.

    We have some more from Health Secretary Sajid Javid on BBC Breakfast. He says the UK has sent more than £400m of humanitarian aid to Ukraine.

    His own department has also been sending medical equipment with an eighth flight of supplies, such as wound packages and antibiotics, setting off this morning, Javid says.

    The health secretary says that at one level it is quite basic medical equipment but "this is what Ukraine is asking for".

    On the Ukrainian children who have been brought to the UK for cancer treatment, Javid says he is pleased the UK has been able to help them.

    "They will now be cared for here in the UK for as long as will be needed," he says, describing getting them over as "quite an operation".

    Ukraine has repeatedly called for Western countries to give them more help in the fight against Russia - and the country's Foreign Minister Dmytro Kuleba has reiterated the plea again.

    "Ukraine fights back successfully," he says "We need you to help us fight. Provide us with all necessary weapons.."

    "Apply more sanctions on Russia and isolate it fully. Help Ukraine force Putin into failure and you will avert a larger war."

    Some Western governments fear that getting more involved could escalate the situation.

    China has called assertions by US officials that Russia asked Beijing to provide it with military assistance in Ukraine "disinformation".

    Unnamed officials told multiple US news outlets that Russia requested China aid its invasion.

    That prompted the US to warn Beijing it would face harsh "consequences" should it support Moscow.

    But speaking at a press briefing in Beijing, a Chinese foreign ministry spokesman accused Washington of spreading "malicious" falsehoods about China's role in the war.

    The spokesman insisted China had "played a constructive role in urging peace and calling for negotiations".

    UK Health Secretary Sajid Javid has been answering questions on BBC Breakfast about how many visas have been granted through the Ukraine extended family scheme.

    He says the latest figure he has is about 3,000 as of Saturday, but adds that is likely to be higher by now.

    He says Levelling Up Secretary Michael Gove will be announcing a second scheme later which will involve people hosting refugees.

    Javid says through charities people who want to come to the UK will be connected with a host.

    He says visas will be for at least three years and adds refugees will have the right to work.

    Javid also says he is beginning to have conversations with his wife about whether they are able to host a refugee.

    "It's important that anyone that becomes a host that they can fulfil the obligations of a host, that they can spend time with these families and help, but there are many ways that we can all help and whatever I do at a personal level, I will most certainly be helping."

    At least two people have died and 12 injured in a Russian air strike on a residential building in Ukraine's capital Kyiv.

    Firefighters attended the scene in Obolon district in the aftermath of the attack. Pictures from the scene show a hollowed out building and rubble on the ground.

    A Russian missile attack on a Ukrainian military base near the Polish border yesterday was a attempt to "threaten" Nato, Poland's Deputy Foreign Minister Marcin Przydacz has told the BBC.

    At least 35 people died in the strike on the Yavoriv training base, around 20km from the border with Poland, a member of the western military alliance.

    Przydacz tells BBC Radio 4's Today Programme that Russia move was "highly provocative".

    "They surely knew this military base was placed very close to the Polish border," he says.

    "So of course the Russians knew what they were hitting and they wanted to threaten Nato... They wanted to send a message threatening Nato."

    Przydacz says he fears "my country and several other countries is somehow in danger since Mr Putin is trying to destroy the world we are living in".

    Ukraine will try to evacuate trapped civilians through 10 "humanitarian corridors", including from towns near the capital Kyiv and in the eastern region of Luhansk, Deputy Prime Minister Iryna Vereschuk says.

    In a video address, she says: "We will, once again, try to unblock the movement of the humanitarian convoy carrying food and medicine to [the port city of Mariupol] from Berdiansk (in south-eastern Ukraine)".

    More than 1.75 million people have fled Ukraine to Poland since the war began, the Polish Border Guard agency said Monday.

    Not all of those refugees are thought to be currently in Poland. Maciek Duszczyk, the vice-rector for research at Warsaw University estimates that about one million refugees remain in Poland, and the rest have already left for other countries.

    On Sunday, 82,100 people crossed the border, the Border Guard agency wrote on Twitter, up from 79,800 on Saturday.

    As of 06:00 GMT on Monday, 18,400 had crossed the frontier.

    More now on reports of Russian shelling in a northern suburb of Kyiv.

    The city administration says the Antonov aircraft "plant", not Antonov Airport, has come under fire.

    The Antonov aircraft manufacturing facility is located at Sviatoshyn Airfield, about 10km from Kyiv city centre.

    Unverified videos shared on social media show a thick plume of dark smoke above the factory.

    The city administration says emergency services are at the scene of the explosion.

    In Warsaw a husband and wife team, from Northern Ireland, are organising 31 lorry loads of food, clothing and medical supplies to go on the dangerous journey to Ukraine.

    Colin and Joanna Tinsley usually run camps for Polish children with their charity Hope for Youth Ministries but now are sending aid where it is needed most.

    "These drivers are risking their lives driving right into the heart of Ukraine, so the least we can do is help them," Colin says.

    His wife adds: "My heart is crying because of the war, but it's also built up because we are seeing how much you are helping them."

    Antonov Airport, in northern Kyiv, has been hit by Russian shelling, authorities in the capital say.

    Antonov, also known as Hostomel, is Ukraine's most important international cargo airport, as well as a key military airbase.

    Unverified videos on social media show a thick plume of smoke rising from above the airport.

    At least one person has been killed and three injured after a residential building was hit by shelling in the capital Kyiv, Ukrainian state TV reports.

    Ukraine's State Emergency Service meanwhile says two bodies were found and three people were taken to hospital in the strike at 07:40 local time this morning.

    Photos shared by the service show smoke pouring from the nine-storey block as firefighters use ladders to rescue its inhabitants.

    A fourth round of talks between Russia and Ukraine are due to start at 10:30 local time (08:30 GMT) this morning according to Anton Gerashchenko, adviser to Ukraine's interior minister.

    Hopes of diplomatic progress have been raised after Ukrainian negotiator Mykhailo Podolyak had earlier said weekend negotiations were "constructive" - the most upbeat assessment yet.

    “Russia is already beginning to talk constructively,” Podolyak said in a video online. “I think that we will achieve some results literally in a matter of days.”

    Separate talks between the US and China will also be held on Monday, as concerns grow over the possibility of Beijing sending aid to Russia.

    Ukrainian news outlets report that a TV tower near Rivne, west of Kyiv, was damaged as a result of a Russian missile attack.

    According to the outlets, the head of the Rivne regional administration, Vitaliy Koval, said the tower was damaged to a Russian air strike.

    Koval said relevant services are working at the scene and details are still being clarified. The TV tower is located 15km (9 miles) from Rivne.

    Information about the victims and wounded is not yet available. The BBC has not been able to confirm this independently.

    The UNIAN agency has said, external that in the village of Stavische, in the Zhytomyr region, a missile attack targeted administrative buildings. UNIAN says four people were injured and seven buildings were destroyed in the strike.

    On Monday, air raid sirens could be heard in many regions across the country - from Lviv and Transcarpathia to Kharkiv and Odesa.

    The State Emergency Service said in its Telegram channel that an artillery shell that hit a nine-storey residential building in Kyiv had caused damage to several apartments and floors.
