  8. Closing VAT loophole 'addressed unfair competition'published at 16:32 Greenwich Mean Time 19 December 2017

    Rob Byrne
    BBC News Online

HMRC has defended its decision to close a tax loophole - a move that adversely affected the islands' economies.

Five years ago, UK tax authorities withdrew low value consignment relief - a loophole whereby Channel Island businesses, outside the EU, could send goods under the value of £15 into the UK without paying VAT.

The move cost the islands hundreds of jobs, and now a BBC investigation has revealed the move brought in just a fraction of the tax revenue predicted.

We are committed to a fairer tax system and ensuring that UK businesses, especially small and medium sized enterprises, can compete on a level playing field with businesses operating in the Channel Islands. Removing LVCR on these goods has addressed this problem of unfair competition."

The Environment Department has confirmed the bird, known as Gulliver, has been humanely captured and will be set free at the islands nine miles (15km) south of Jersey.

Mike Stentiford says it is likely Gulliver will leave the sparsely populated islands and return to Jersey, or France, as it has got used to interacting with people.

"I've got my suspicions that it's not going to stay there very long, gulls are pretty mobile.

"I would put money on the fact that it's going to return to the island," he says.

  13. Education's top civil servant job 'not an educationalist role'published at 14:37 Greenwich Mean Time 19 December 2017

    Ben Chapple
    BBC News Online

A background in education is not a necessity for the position of the top civil servant in Guernsey's Committee for Education, Sport and Culture, the States chief executive has said.

Gus Paterson will take up the role in February. The current director of civil aviation for the Channel Islands previously worked in air traffic control for 15 year before leading "large multi-disciplinary teams" in Manchester and Bristol.

The chief secretary to the Committee for Education, Sport & Culture is not an educationalist role per se; it is a demanding and challenging senior civil service post where quality leadership, management and policy skills are vital.

Gus has a proven track record of bringing people with him as he delivers transformation and I’m confident he will offer excellent support to the committee while providing strong leadership for staff."

  15. LVCR decision: Flower exporter recalls 'an industry ruined'published at 14:01 Greenwich Mean Time 19 December 2017

    Mark Inchley
    BBC Channel Islands News

One of Guernsey's few remaining flower exporters says HMRC's decision to close a VAT loophole hasn't benefited UK tax authorities as originally envisaged.

Rodney Brouard believes the 2012 closing of the LVCR loophole also "ruined" the island's fulfillment industry, with just two major businesses sending goods from the island "hanging on".

Speaking to the BBC at his flower and plant export premises, Mr Brouard said before the decision he would have had 80 staff working over Christmas.

He now has 10 workers, and has diversified his once booming export business.

HMRC said the loophole had put UK businesses at a disadvantage, but a BBC investigation has found the decision to close it resulted in just £10m-a-year in additional tax revenue compared to the £100m predicted.

    Quote Message

It ruined the industries over here. There's only a couple of big players left here, luckily for the post office, because if they weren't here there would be problems there as well."
