Jersey's senior politicians have in principle agreed to set up the scheme next year.
The Council of Ministers aim to provide financial compensation to people who, in the past, suffered abuse or harm while in States of Jersey foster care, residential care or whilst at Les Chenes secure residential unit.
Children’s Minister, Senator Sam Mezec, said: "The details of the scheme are still being finalised but I anticipate that I will be able to provide more information over the coming months.
"Our island’s institutions failed children and their families over many years; for which we are truly sorry.
"The redress scheme launched in 2012 provided compensation to people who suffered abuse in our residential care service from 1945 to 1994, but the Independent Jersey Care Inquiry tells us that others were also failed. The new redress scheme is intended to help recognise this."

A member of Guernsey Boat Owners Association says new training that will be given to call handlers dealing with maritime distress calls isn't sufficient.
Currently, distress calls from the sea are answered by the Joint Emergency Services Control Centre, but there are calls for coastguard radio operators to be moved back to the harbour.
The situation is being assessed by Guernsey's harbour master.
Quote MessageIt wouldn't surprise me at all when eventually this Maritime and Coastguard Agency review comes back, if they say the training definitely needs reviewing. When I met the guys who were doing the review, they said that in England, if you applied for a job working in a coastguard service as a radio operator, you'd need 12 months minimum training. Not six weeks as it is in Guernsey."

Have you thought about making any New Year's resolutions yet?
If you're planning on committing any crimes, you might want to stop smoking sooner rather than later.
Jersey's prison will be smoke-free from 2019, and inmates will be offered one-to-one sessions to help them quit.
About 80% of new prisoners are smokers, but they will all be offered individual sessions to help them quit - they can also buy e-cigarettes as an alternative.
Governor of La Moye, Nick Cameron, said the prison service helps prisoners in solving offending behaviour and leading better and healthier lives as part of preparing them for release.
