"We continue about our lives as New Yorkers," says Mayor De Blasio.

People should take comfort with the "fundamental knowledge that they are safe and the NYPD protects them," he adds.

The 18-year-old woman who died had a 13-year-old sister who is currently in hospital, officials say.

Commissioner O'Neil says he is thankful that the incident does not appear to be terror related.

"Of course the worst went through my mind," he said.

The suspect's vehicle was not being chased at the time, say police.

Mayor DeBlasio says the city is taking precautions, adding anti-terror police to vulnerable sites around the city.

"We will continue to update those measures as the situation warrants," Mr DeBlasio adds.

"None of those four are likely to perish", says Daniel Nigro, the fire commissioner.

"There are a very large amount of fire department, police department resources here very quickly and thanks to that, people received care in a very timely fashion," he says.

The car travelled three blocks "striking a number of pedestrians along the way", says James O'Neill, the NYPD Commissioner.

He names the driver as 26-year-old Richard Rojas, a resident of the Bronx. He is currently in custody.

He has two arrests for driving while intoxicated.

Mr O'Neill reiterates that there is no evidence that this incident is terror-related.

"We'll stand firm. We'll be resilient," says Mayor DeBlasio.

He praises the first responders, saying that the people of New York trust the police to get to the bottom of the incident.

Mayor Bill DeBlasio says 23 people were injured in total and one of them, a woman, has died.

The suspect served in the US Navy, the mayor says.

"Based on the information we have at this moment there is no indication that this is an act of terrorism."

"We are reinforcing key locations around the city with anti-terror units of the NYPD," he adds.

The BBC's Nada Tawfik, external has spoken to NYPD sources ahead of their press conference, which is expected to begin in the next few minutes.

She has been told that the driver has two previous convictions for drink-driving.

I was briefed at the scene by Commissioner O'Neill and saw first hand the professionalism and diligence of New York’s first responders.

As facts continue to emerge, my heart goes out to the victims of this terrible tragedy, as well as their families."

New York City Mayor Bill DeBlasio and the police commissioner are set to brief the media from the crash site soon.

The junction the car came to rest at is a particularly busy part of New York City.

The Times Square business association, which tracks footfall closely, said in its report for last month, external that between 70,000 and 90,000 pedestrians pass the site each day - depending on which side of the junction you're measuring.

Overall, Times Square had an average of nearly 360,000 pedestrians a day last month.

Josh Duboff, an employee at the nearby Thomson Reuters headquarters, said he jumped out of the way to avoid being hit.

"People were being hit and rolling off the car," he said.

Much of Times Square is sealed off and traffic flow throughout Manhattan has been disrupted.

New York's fire department has confirmed that the number of people injured has risen to 19.

But there is still only one fatality, it said.
