Dilnot report: How radical should it be?

In just over 20 years time the UK will have 3.5m people over the age of 85.

Estimates suggest that caring for them could cost an extra £80bn a year by 2050 in pensions, long term care and costs to the health service.

The government has set up an independent commission, chaired by Andrew Dilnot, to review the funding system for care and support in England.

But how radical should they be?
