Hacked Off: 'An artfully crafted piece of legislation'
Politicians from all the main parties at Westminster say a deal has been struck to formulate a new system of regulating the press.
Talks went on late into the night in an attempt to hammer out an agreement.
Labour and the Liberal Democrats say the system will be protected by legislation but the Conservatives insist there will be no new law that either mentions the press or the new press regulator.
Representatives from campaign group Hacked Off were also present during the talks.
Chairman Brian Cathcart said that the agreement is underpinned by law. He said: "Without that underpin, this whole regulation would have been the plaything of ministers".
