People have been urged to keep away from coastal paths, piers and promenades as flood warnings and alerts were set.
Strong winds and spring tides were expected to affect the south Cumbrian coast from 10:30 to 14:30 BST.
Rail services running through Aspatria were delayed, external due to flooding, while a speed restriction was put in place between Carlisle and Glasgow.
Flood gates in at-risk areas were closed by the Environment Agency (EA).
The Met Office said heavy, persistent rain and strong winds would ease across the North West by the afternoon.
The EA said areas most at risk included Roa Island, Rampside, A5087 coast road, Aldingham, South Ulverston, Canal Foot, Greenodd, Cark, West Plain Farm, Grange-over-Sands, Meathop, Milnthorpe, B5282 coast road, Sandside and Arnside.
Residents were strongly urged to take action and to consider activating any property flood protection products, the EA said.
Meanwhile, 12 flood alerts were issued, external for areas including Carlisle, Biggar, Bowness-on-Windermere, Borrowdale and Drumburgh.
Trains running between Carlisle and Glasgow had a speed restriction in place until 15:00 due to "forecasted severe weather", National Rail said.
Northern services travelling through Aspatria also had to run at a reduced speed due to flooding, causing delays.
