Southampton: Motorists spotted breaking new traffic rules

Motorists have been spotted repeatedly breaking new traffic restrictions in Southampton city centre.
The rules allowing only buses, taxis and cyclists to use a section of Portland Terrace came into force on Monday to improve pedestrian safety.
Passers-by said they believed drivers were likely unaware of the new measures because of a lack of signage.
Southampton City Council said warning signs were installed but expected "a bedding in period as drivers adjust".
The restrictions have been introduced ahead of the creation of a new bus hub with more stops, pedestrian crossings and waiting areas at Albion Place car park.
But the BBC saw the traffic rules being repeatedly broken across two days this week, with some people on the streets of Southampton saying they were unaware of the new restrictions.
One resident said he spotted more than 50 cars breaching the restrictions in 15 minutes.
Nicky Palmer, from Millbrook, said: "I've seen loads of cars here but I haven't seen any signs about it.
"I don't even know when it comes into place, so I might end up with a fine."
Others echoed the view that they had not seen the signs,.
Duana Ferreira, a physiotherapist who lives locally, said she had not spotted the warnings either and that it would be "unfair to fine drivers".
Robin Goodwin, from Thornhill, said he hoped the restrictions would improve the area.
"It would be nice if the area was completely traffic free," he added.
His wife Jane agreed and said the couple never drove in the city.
"Somehow they've got to stop the cars but I don't know how they will do that," she added.
A Southampton City Council spokesperson said: "As with any new scheme there is a bedding in period as drivers adjust to the changes.
"The council will be evaluating and monitoring the scheme by a range of methods including a review of signage and also using CCTV to monitor driver behaviour.
"If there are a high level of contraventions, we will have the option to enforce the bus only restriction.
"If cameras are used for this purpose, it will be in line with government guidance and council policy, which amongst other requirements will mean the issuing of warning notices for a period of time prior to enforcement starting.
"We have installed warning signs at all approaches to the bus/taxi/cycle only section of Portland Terrace, so that drivers can plan their journeys accordingly."
The authority said vehicles would still be able to access parking along Portland Terrace from the north via Civic Centre Road/Havelock Road or from the south via Town Quay.
