An inquest into the deaths of two women and a child who were killed in a crash is due to open on Wednesday.
Gemma Hobbins, 32, her four-year-old son Keegan and her friend, Cody Smith, 28, died in the crash in Callow Hill, Worcestershire, on 10 May.
Three men and a teenage boy who were arrested in connection with the crash will now face no further action, police said.
The inquest is being held at the coroner's court in Stourport.
Emergency services were called to the A456 near the Duke William pub at about 22:15 BST on 10 May.
A Ford Focus, Audi A7, Volkswagen Golf and a Vauxhall Vectra were involved in the crash, detectives said.
The three victims were from the Kidderminster/Stourport area.
In a statement released by West Mercia Police, Ms Hobbins' family said she was much loved by all the family.
They added losing Keegan had led to them being completely devastated.
Ms Smith's family said she would be missed by all who loved her.
Ms Hobbins' employer, Agincare, released a tribute to her in which they said she "made an amazing impact" on the team.
"Her caring and bubbly nature made a lasting impression on those around her, including everyone she worked with, supported and cared for," the care provider said.
